from the house lately occupied by Hamilton A Reynolds,
lotlie Wnrc-tloii'C adjoining, lately occupied by Winn
& Rogers, wnere they are prepared to receive Colton and
Merchandize. This house is pul in good repair, and is ns
safe as the other from fire, and they regret that in their cir
cular they designated Hamilton Sc Reynold's Ware ^ouse
ns the one to be occupied by them, but trust this notice will
reach their friends in time to prevent mistakes in the deli-
very of Coiton. They feel it their duty to state the follow
ing circumstances: in July last they leased of the proprie
tors ihe firat named property—took possession, and expect-
ed to occupy it throughout the season. Early in August an
execution against the owners was levied on it, and on Tues
day last it was sold by the sheriff, and notwithstanding the
subscribers bid liberally for it, they were out bid by a com
pany—who is now in possession.

WHERE .is, the third section of the first article of the Cor.
stiiution of this Srate declares ihnt ihe St* rate shall be e-
lected bienn ally, on die first Monday in November, un
til such day of election be altered by law; and shall be
composed of one member from each county j to be chosen
by the electors thereof:
And Whereas, the seventh section of thcfir*-t article of
the Constitution efthis Sta’e declares, that the House of
Representatives shall be composed of members from all
tlie counties which now arc or hereafter innv be inclu
ded within this State, accordmer to their respective num
ber of free white persons, ar *i including th re e-fifths of the
people ofco!or; the actual enumeration shall be made
within two years, and within every subsequent term of
seven years thereafter, nt such tinn* and in such manner
as this convention may direct. Each county containing
three thousand perr.ons, agreeably to the foregoing plan
of enumeration, shell be entitled to two members; seven
thousand, to three members*, nnd twelve thousand to four
members; but each county shall have at lecst one, and
not more than four members; die representatives shall bo
chosen annua'ly on llie first Monday in Novciroer, until
such day of election be altered by law. Until die afore
said enumeration shall be made, the several counties
shall be entitled to the following number of representa
tives, respectfully:—Camden,2; Glynn, 2; Liberty. 3;

AN ACT to alter the third Eection of the fourth article of
the Constitution of this State, so far as to authorize the
people to elect the General Militia officers of this Mate.
Section* J, Beit enacted by the Senate and House cf
Representatives tf the State of Georgia, in General
Asse.nbh/ met, and it is hereby enacted by the same, That
from and immediately after this act shall have passed in
conformity with the Constitution of this State, it shall and
may be lawful for all Major Generals, and Brigadier Gene-
rals, to be elected by t he people ol the respective Division
or Brigades, and a'l persons subject to do militia dutv, sha ,
be entitled to vote for the same only.
Sec. 2. And be it further enacted ly the authority
aforesaid. That all laws and parts oflaws. militating a
gainst this act, be and the same are hereby repealed.

WheUEAS, the above section amongst other things, provi
des that in case ofjoint obligors, or joint promissors, re
siding in different counties the suit may be brought in
either county, and a eopy of the petition and process, ser
ved on the party residing out of the county, in which the
suit may be commenced, shall bedeemed sufficient service
under such rules and regulations as the Legislature have
or may direct:
And WHEREAS, by the existing laws of thii State, tl;e ma
ker and indorsers of promissory notes, resoling in the
same couqty, may be sued together in the same action,
but when they reside in different counties, it has been ru
led by the courts, that they cannot be joined upon the
ground that they are not joint obligors, nor joint promis-
sors, in the sertse and meaning of the above recited clause
of the Constitution, and therefore in such cases, parties
are compelled to bring separate actions nt a great increase
of costs and expea 'es, both to the plaintiff and defcndnntai
