A N ACT to alter and change the third and seventh site*
Jml tions of the first article of the Constitution.
Whereas, the third section of the first article of the Coa
stitution of this fcytate declares that the Senate shall be •-
lected bienn ally, on the first Monday in November, un
til such day oft lection be altered by low; and shall l*#
cotuposed oi'one member from each county, to be chosen
by the electors thereof:
A>'D Whkreas, the seventh sec*ion of the first article of
the Constitution nf this t?ta e declares, that the House of
Representatives -hall be composed of members from all
the counties which now are or hereafter may be inclu
ded within tins Slater according to their respective num
ber office white persons, at, d including three-fifths of the
people of color; the a*, tual enumeration shall be mad#
within two years, anti within every subsequent term of
seven years thereafter, at such time and in such manner
a.? this convention may direct. Each county containing
three thousand persons, agreeably to the foregoing plan
of enumeration, shall be entitled to two members; *eveu
thousand, to three members; **ud twelve thousand to four
members; but each county bhall have at least one, and
not more than four members; the representatives shall be
chosen annua'ly on the first Monday iu November, until
such day of election be altereu by law*. Until the afore
said enumeration shall be made, the several counties
shall be entitled to the following number ot representa
tives, respectfully:—Camden, 2; Gl\nn, 2; Liberty. 3;
McIntosh. 2; Bryan, 1; Chatham, d; fcffingham, 2; feri-
ven. 2: Montgomery, 2; Burke, 5; Billed), 1; Jefferson,
3; Lincoln, 2; Elbert, 3; Jackson, 2; Richmond. 3;
Wilke3, 4; Columbia, 3; Warren, 3; Washington, 3:
Hancock, 4; Greene, 3; Oglethorpei 3; and Franklin, 2 ;
And Whereas, the said recited secli ms require alteration
—to the end, therefore, that said sections may be altered:
Section 1. De it enacted by the Senate and Hovse
of Representatives of the State of Geer* ia, in General
Assembly met. and it is hereby enacted by the uvhiority
of the same. That as soon as this hill shall be passed, agree
ably to the requirements of Constitution, the following shall
