The roll was called, and a quorum found
present.
Tiie Speaker, Hon. Mr. McWhorter, of
Green, delivered the following address to the
House of Representatives, before proceeding
to business:
Gentlemen of the Home of Representatitet:
It is with no ordinary degree of pleasure
that we greet each other here to day. Yet
it is painful to know that one of our Dumber
13 absent. Since our adjournment, death has
entered here, and suddenly removed from
earth to the land of spirits, our brother and
co-laborer, the Hon. V7. M. Butt, of Marion
county. So energetic and efficient in bis ac
tions, so congenial and confiding in his na
ture, that “none knew him but to love him;
none numed him but to praise.” Peace to
bis ashes.
My duty, gentlemen, us your presiding offi
cer, is simp y to preserve order and to exe
cute, to the best of my ability, the rules and
practice controlling Legislative bodies. I
hope, however, you will pardon me if I again
admonish you to be mindful of the interest
of all classes and conditions of our peopio. If
we expect to live in peace, we must magnify
the law and make it effective. Otherwise
anarchy, confusion and blood-shed must fol
low. Let us be united as one people in the
maintenance of law and order, for by this
alone can we ever expect permanent peace.
Since we last met, the nation by an over
whelming majority, has vindicated the re
construction acts of Congress; let us then
this day. as an integral part of this mighty
republic, bury our prejudicies and our pas
sions and execute the laws of Congress in
spirit and in truth. As I said to you on a
former occasion. "This is our government,”
1st us perpetuate it—take ir, for with all its
faults, it is lo-dav, the best on earth.
I cannot close these remarks without re
ferring with pride, as a Georgian, to the
splendor and elegance of this Hall. The city
of Atlanta has far excelled the expectations
of the most sanguine of her friends. All
that art or money could accomplish has been
furnished here. Faithful to her part of the
contract, made with the Convention, let
Georgia, fulfill hers also. Atlanta de-serves,
anil will receive, from the heart of this peo
ple, from the mountains to the seaboard, that
welcome plaudit: "Well done thou good
and Uiihful servadt.”
The proprietors and architect of this
mighty i.ibric, (the Messrs. Kimball.) have
erected for themselves here an everlasting
monument to individual enterprise.
I earnestly hope our future with this city
may he as pleasant ns the past, and that our
time and energy may be devoted to the el
evation of our own State in all the depart
ments that can make her useful and great
I now declare this House ready to proceed
to business.
A message was received from the Senate
announcing that that body was organized,
and ready to proceed to business.
Mr. McCullough moved that a committed
of live be appointed to co operate with a
similar committee Irom the Senate, for the
purpose of notifying the Governor that both
Houses i.' .d been organized and was ready to
proceed to business. Motion prevailed, and
the Speaker appointed the following mem
bers from the House: Messrs. McCollough,
of Jon. s, Cobb, of Sumter, Sisson, of Fulton,
Grimes, of Muscogee, and Darnel), of Pickens.
Mr. Anderson, of Coob, moved to adjourn
till 12 o’clock to-morrow.
Mr. Tweedy moved to amend by adjourn
ing till Saturday, 12 o’clock, as the desks bad
not been arranged.
Mr. Bryant stated that be was informed
that the seats would be ready by Friday, and
moved that tho House adjourn till Friday 12
'•'clock, which motion prevailed, and the
House adjourned.
Tiie Bulweb Scandal.—Lady Bulwer has
bur. placed in a lunatic asylum. Lady Bul-
Tvr was always a passionate woman; she
tu3 a hot-headed Irish girl of the middle
classes, who could not brook the least con
tradiction or apparent neglect. Bulwer was
fond of her, and dedicated one of his early
novels to her affectionate terms. When the
quirrels began, the husband’s mother made
things worse, and, after disgraceful scenes
hail been enacted, a separation was agreed
to. When Bulwer was a Cabinet Minister
iie sought to get her confined in an asylum,
but see obtained her release, posted to the
country town at which he was to present
bimseif for re-election, and harrangued the
Ulmers from a w3gon. Their only surviving
child. Mr. Robert Lytton, now rising fast in
tho diplomatic world, and known as “Owen
"Midrib.” undertook to live with his moth-
«sad keep her from mischief; but her vio-

Plantation, N. C. t says: " I think the Pondrette used

which produced a large yield.”

Prof. Geo. H. Cook, of the New Jersey State Agricul
tural College, at New Brunswick, says: "TheDouble
