February 18.
S EEING ultimate victory for the rebel forces, President Madero
Tuesday agreed to the appointment of a provisional president.
Federal troops began retreating from the capital city during the
forenoon Tuesday headed toward a town forty miles to the south.
Censored reports describe the federal troops in a state of demoral
ization.
Diaz is firmly lodged in the arsenal, and says he will win over Ma-
dero’s forces. But two of the federal shells have pierced the arsenal
walls' so far, owing to the poor marksmanship of the Madero gunners,
who frequently throw shells beyond the rebel forces into a detachment
of their own men located on the opposite side of the arsenal.
Two thousand marines are preparing to leave for Guantanamo,
Cuba, from Philadelphia and Newport News to be held in readiness'
for a seventy-hour trip to Mexjco should the United States decide to
land forces. I.
The battleship Connecticut is taken from the dry dock at the
Brooklyn navy yards and sailed Tuesday morning for Guantanamo,
where American forces are being concentrated.
Madero is said to be preparing to use dynamite bombs against
the rebels in the arsenal.
Agents of the Mexican president are now searching for Francisco
de la Barra to cause his arrest for alleged complicity in the rebellion.
Madero expresses himself pleased with President Taft’s reply to
his note asking the withholding of intervention.
General Huerta, Madero’s army leader, is preparing to encircle the
rebel position, and believes he can subdue them in short order.
The news censors are still mighty busy men, and all authentic
news from Mexico City .is delayed. The dispatches which come from
thp Mexican capital, after being censored, tell little of the actual sit
uation there, according to a courier who arrived at Vera Cruz.
After an all night artillery duel both armies in Mexico City hushed
its guns at 5:15 o’clock Tuesday morning and up until 8 o’clock had not
resumed fighting.
During the course of the battle the government troops recaptured
the Y. M. C. A. building from the rebels and now occupy it.
The rebels are said to be extending their lines for a concentrated
attack upon the forces of the federals.
During Tuesday morning while firing had ceased in Mexico City, the
rebels placed one of their large guns just one block from the American
embassy and another four blocks away. Up until 9 o’clock these guns had
not been fired.
North Mexican rebels are reported to have slipped across the bor
der during Sunday night and stolen a machine gun from the Thirteenth
cavalry platoon at Hachita, N. M.
Ambassador Wilson reports that a large number of federals have
been killed during heavy fighting in the vicinity of the American em
bassy at Mexico pity, and that many bullets have entered the embassv
building.
Many are reported killed and many buildings $adly damaged dur
ing Monday’s battle.
Silas F. Gilmore, an American, received three bullet- wounds in
his right arm Tuesday w' ile walking down Colima street, Mexico City
Diaz and his rebels may soon be in full control of the residential
section of Mexico City, according to Ambassador Wilson, who reports
that the rebel has advanced his line to the corner of Insurgentes and
Nlza streets.
Sickness and famine confronts the people of the Mexican capital in
consequence of the slaughter of the ten days of fighting and the dis
banding of the White and Red Cross societies.
Federal troops have abandoned all exposed places and taken refuse
near the national palace, where they are making a stand under the
command of General Blanquet, according to a report given nut „t ti,„

Fighting was again resumed in the Mexican capital shortly after 9
o’clock, and before 10 o’clock the cannon were roaring as loutf as ever

Madero as president of Mexico were fast on Wednesday.
Gustavo Madero the deposed president’s brother, was executed,
former President Madero was removed from palace to arsenal
Huerta, provisional governor general, wired President Taft as
suring peace and prosperity in Mexico “from now on.”

WASHINGTON, Feb. 20.—The stabil
ity of the new government in Mexico,
in the opinion of officials here, will de
pend entirely upon the extent to which
Huerta and his leaders are willing to
recognize the directing powers of the
Mexican congress.
So far as the records go, the forms
of the Mexican constitution appear to
have been observed in the perfunctory
elevation of the minister for foreign
affairs to the presidential office for an
hour or two before his replacement by
a provisional president chosen by the
congress.
The real test is looked for in the pro
vision for popular elections and the
willingness of the de facto government
to surrender control to the officers chos
en by the people.
So long as Mexicans alone are involv
ed in the summary executions and de
portations, there can be no interference
on the part of this government, al
though it has been suggested that pos
sibly Ambassador Wilson and other
members of the diplomatic corps in the
City of Mexico might unofficially use
their influence for mercy.
U. S. AWAITS DEVELOPMENTS.
There is nothing for the United-
States to do at this juncture but to
permit the situation to develop normal
ly, in the expectation that the Mexican
people will be able to erect a perma
nent government representing their
wishes on the wreck of the Madero es
tablishment without the aid of outside
influences.
War department officials today were
at a loss to understand the complaint
from Governor Colquitt, of Texas,
against the policy pursued by the ad
ministration in the conservation of peace
along the border. Brigadier General
Steever has established what the sol
diers regard as a most efficient military
patrol along the entire northern boun
dary of Mexico, and although he is in
position to know precise conditions in
the neighborhood of this line, ao far
he has failed to report any causes of
complaint which Governor Colquitt has
named. The general staff feels it un
necessary to add to the border patrol.
AMBASSADOR’S REPORT.
Order is overcoming chaos in Mexico
City: Ambassador Wilson so * notified
the state - department today. Relatives
of Americans in the Mexican capital
may send money direct to banks, al
though it may be sent through the em
bassy if desired.
Although quiet prevails by day, the
ambassador reports many looters abroad
by night. The American embassy re
lief committee is actively aiding the
sick, wounded and destitute.
Consuls report anti-American feeling
subsiding in states where the circula
tion of false statements regarding plans
of the United States has aroused en
mity.
News of the change was received
with great joy in Durango, where the
governor and federal commander as
sured Consul Hamm they would accept
the Huerta government.

Cruz promised Consul Canada that or
der would be maintained.

state railroad commission has ordered
the Louisville and Nashville railroad to
etsablish a 2 1-2-cent rate on its lines
between all points in Alabama on
March 6.
This decision was . reached by the
commission after an exhaustive hearing-

ROME, ' Ga„ , Feb. 20.—Suit for
$26,275 against the Southern railway,
has been filed in Floyd city court by
W. F. Cooper, who alleges that this
amount is due him because his son was
badly frightened by one of the trains
of the railroad.
The younger Cooper was, it Is alleged,
driving a mule which was struck and
killed by a train. The shock, Cooper
claims, has seriously injured the health
of the man, who is declared to be suf
fering from “progressive automatic tra
choma.”
