WASHINGTON —The United Slates will be start led with the report on prison outrages in France
and miisuse of United States governmental funds if the official data is all equal to the published inter
views with congressional investigating committee. Representatives Royal C. Johnson, cif South Dakota;
Oscar E. Bland, of Indiana, and Henry D. Flood, of Virginia, are now arranging their report to be laid
before congress.

MEN COMING TO
LAGRANGE OCT. 11
UXGRANGE, Ga„ Oct. s.—On next
Saturday October 11, several hundred
members of the World’s Cotton con
ference, en route to New Orleans,
will stop off in LaGrange for the
day and preparations are being made
for a day that shall never be for
gotten.
In May, Fuller E. Callaway, of
LaGiange, went to Europe as the
head of a delegation of cotton men
to invite the foreign countries to
participate in the coming cotton con
ference. As a result of this invita
tion, more than 800 manufacturers
and men interested in the cotton in
dustry are gathering in New York,
where they are being extensively en
tertained and are being shown some
of the large industrial centers of
the east.
During the coming week this large
party of men will leave New York
on special trains. Stops will be
made at Washington, D, 9-> and
Greenville, S. C., and early <on the
morning of October 11 these trains
will reach- LaGrange, where they will
be sidetracked, while the visitors,
representing thirty-one countries, are
shown a bit of true southern hos
pitality.
Practically all of the foreign dele
gates are visiting the United States
for the first time and few of the
eastern manufacturers have ever
seen the cotton in the fields of the
south, so the day spent in LaGrange
will be educational as well as inter
esting.
First Lady Deputy
Sworn in at Eastman
EASTMAN, Ga.. Oct. 4.—Miss Sue
T. Reynolds was today sworn in
as deputy clerk of the superior
court of Dodge county, and of the
city court of Eastman to fill the
vacancy caused by the resignation
of Mrs. G. M. Parkerson. Mrs.
Parkersop was appointed to this
place on April 1. 1919, which gives
to the county of Dodge the honor
of having the first lady deputy.

Metcalf Rearrested
In Cooper Case; T. E.
Jennings Also Held
NASHVILLE, Oct. 4.—With de
tectives seeking to solve the mystery
of the murder of Attorney Robin
Cooper which occurred on August 28
two arrests were made Saturday.
Dennis E. Metcalf, gardener at the
Cooper home, who had previously
been charged with the crime, and
released on bond, was rearrested
after Steve Fulghum, a negro wit
ness, told of passing the Cooper car
on the night of the tragedy and see
ing two men near it. One of the
men was so near him that he plainly
recogized Metcalf, he said.
Thomas E. Jennings, of a promi
nent Nashville family, was arrested
and charged with being accessory to
the crime, as the result of a warrant
sworn out by Gabriel Hansen,
psycho-analytical detective.
Metcalf was secretly held for
hours until his attorneys, Bond &
Goodpasture, secured his release on
a habeas corpus writ. During the
proceedings, Charles Gilbert, assist
ant attorney general, asserted that
the state held important information
bearing on the relations of Metcalf
with the crime which could not be
disclosed. '
The other, Fulghum, claimed to
have been seen at the car, will soon
be arrested, officers say. It is claimed
that Jennings wrote anonymous let
ters to newspapers and officials aft
er the crime. He denies the charge.
He is about 50 years of age and
married.
Metcalf, the gardener, is about
50 years of age, has a wife now
wdrking in Chicago who is of Swed
ish birth and is himself a native of
New York.
Red Cross Girl Whips
Russian Bully With
Her Fists at Omsk
OMSK, via Vladivostok.— (Corre
spondence of the Associated Press.) —
A certain Russian bully learned
something about American women
that will lurk in his memory for
.some time through an encounter a
few days ago with Miss Williams,
name will be familiar to many New
Yorkers as a welfare worker. She
now is with the American Red Cross
and was one of those twelve women
chosen to remain behind when the
others were hustled out of Omsk by
the American Ambassador to Japan,
Roland S. Morris, to escape a pos
sible Bolshevik invasion.
The Russian was attempting to
climb a car in a refugee train in
which were several girls. The girls
were trying to shut the door against
him when Miss Williams appeared
and grappled with the intruder. She
managed to land two blows on his
jaw and then they rolled together
down the embankment. As they
arose she gave him another.
Two Czech soldiers then came to
her aid and, but for Miss Williams’
intercession, would have finished the
bully who was eventually allowed to
retreat and ponder on the strange
ways of American women.
Mail Dispatcher Risks
Life to Get Package of
Medicine to Grayson
BOSTON. Oct. 4. —John Purcell,
mail dispatcher at South Station,
risked possible injury when he stop
ped the Federal Express to Wash
ington to expedite the delivery of a
package of medicine for President
Wilson last night. He had received
the package from a messenger who
shouted “Medicine for the Presi
dent,” as he dashed into the mail
room. The express was then pulling
out of the train-shed and Purcell
ran across the network of yard
tracks and posted himself in the
glare of the on-coming engine’s head
light. The train was delayed two
minutes.
The parcel was addressed to Ad
miral Grayson and marked, “urgent,
special delivery.”
Woman Swallows
False Teeth; Dies
WASHINGTON, Oct. 4.—Mrs. C.
M. Warren, of the Woodworth
anprtment, swallowed her set of
false teeth while sitting in Mount
Vernon square yesterday and died
as she reached emergency hospital.
Mrs. Warren, who was 60 years
old. was observed by a sailor seated
on a nearby bench to be gasping
for breath. He’ rushed to her aid,
but she was unable to speak and
could only point to her throat. She
was pronounced dead ten minutes
later by Dr. J. Ward Mankin, su
perintendent of the hospital. Death
was due to paralysis of the heart,
caused by the teeth lodging in the
trachea.
Anti-German Pledge
Will Be Rescinded
MEMPHIS, Tenn., Oct. 4.—Pledges
not to trade with Germany until ten
years after the close of the war will
be rescinded by members of the Mem
phis cotton exchange next Tuesday,
it appeared certain today. The pledges
were signed a year ago by every
member of the exchange.

STRIKES HAVE
SERIOUS EFFECT
ON LIVING COST
WASHINGTON, Oct. 4.—Growing
consciousness on the part of the
public of the disastrous effect
which labor agitation and strikes
have on the cost of living was noted
in the review of September condi
tions Issued today by the .Federal
Reserve board.
‘‘Public opinion,” the review said,
“appears to be awakening to the
reaction which increased wages and
decreased output may have upon
commodity and the vicious circle
which may result.”
From several federal reserve dis
tricts it was reported also that there
was “a growing realization on the
part of workmen that their interests
are bound up with the interests of
the community as a whole and that
increased efficiency resulting in
greater productivity” was impera
tive.
While labor unrest assumed Uie
predominant place in the industiWl
situation during September, never
the usual autumnal swell of busi
ness.
“The high retail prices prevailing,’,
the review stated,, “do not appear as
yet to have a noticeable effect in
checking consumption and demand
for higher grade products con
tinues.”
■ Lessening of production by short
ening of hours, decreased efficiency
and disinclination to work more
than part time, has tended to ad
vance the general price level, but
recessions were noted in certain
foodstuffs, raw' cotton, textiles and
hides. The more conservative feel
ing noted in August continued, with
moderation in prices being urged,
rather than the policy, of exacting
all the “traffic will bear.”
In agriculture, the relatively un
satisfactory situation as to wheat
was said to be compensated by the
excellent prospects for cotton. De
ficiency of rainfall has damaged to
bacco.

GARY, Ind., Oct. 4.—Serious riot- '
ing broke out late today when thou
sands of steel strikers and others ;
hurled bricks and stones, fought the !
police, deputy sheriffs and city fire- ;
men, injuring probably scores. The
local company of militia was notified
by city officials to be in readiness
for duty.
The fighting spread virtually all
over the south part of the city,
extending from Tenth and Eigh- ;
teenth avenues. The local hospi-j
tals were soon filled with the in- I
jured and the city jail was filled ■
' with men arrested.
The fighting was or such a fierce
■ nature between squads as well as
between individuals, and spread so
rapidly, that it was feared it would
be prolonged. No shots were fired.
The trouble started when strik
ers were leaving a union meeting.
Several thousand men who were at
the meeting and others on the
' streets were involved. The imme
diate cause of the rioting, the first
serious disorder here since the
strike was called September 22.

TREATY_OF PEACE
WASHINGTON, Oct. 4. The
trend of developments today in the
treaty situation was still toward
rapid progress in amendments and
reservations.
The senate was not in session, but
leaders held numerous conferences.
The Shaptung amendments are to be
taken up formally Monday and Re
publican leaders think it possible all
amendments may be disposed of and
consideration of reservations begun
in a week or ten days.
A movement to have a definite
date fixed for the vote on the Shan
tung amendments was made today
by Senator Kenyon, Republican,
lowa, chairman of the senate labor

the . steel strike. The committee
