At the recent temperance convention at
Saratoga, there was at least one gratifying

of men, not one referred to women, The
superior civilisation of this country as com
pared with England finds no stronger illus
tration thau in the fact that intemperance is
almost unknown among American women,

an error. One speaker distinctly speaks of
the progress of drunkenness among Ameri
can women, and states an alarming number

the inebriate asylum—-one of the noblest

York. Yet, as compared with England, our
females are remarkably free from the vice of
intoxication.

The atlention ol all patties who may be interested
is called to the provisions of the follow mg sections ol
the “Act to provide internal revenue to support the
government, to pay interest on Qie public debt, find
for other purposes, approved June 30,1864, as alneud
ed by the aet of March 3, 1865, including sections re
lating to the collection "of internal revenue, from other
acts” t
Sec. 54. Artii be, it. further enacted, That the appli
cation in writing made by any person for a license for
distilling, as aforesaid, shall state the place of distilling,
the number and capacity of the still or stills, boiler or
boilers, and the name of the person, firm, company, or
corporation uaingand owning the same, and owning
the building used as a distillery, and the land on which
the same is located, and if the land or building is leased,
the terms and conditions of the lease: and soy person
making a false statement in either ol the said pai ucu
ara shall »?■> “ and pay the sum of three hundred
dollars, to be recovered with costs of suit.
Sec. 55. And be it further enacted , That, in addi
tion to the duties payable for license herein provided,
there shall be levied, collected and paid on all spirits
that may be distilled and sold, or distilled and remov
ed for consumption or sale, of first proof, on and after
the first day of July, eighteen hundred and sixty-four,
and priori* the first day of January, eighteen hundred
and sixty-five, a duty of one dollar atid fifty cents on
each and every gallon ; and on and after January fir3t,
eighteen hundred and sixty-five, a duty of two dollars
on each and every gallon. And all spirits which may
be in the possession of the distiller or in public store or
bonded warehouse, on either the first day of July or
January aforesaid, no duty having been paid thereon
shall be held and treated as if distilled on those days
irrespectively, and said duties shall be paid bythe own
er, agent, or superintendent of the still of other vessel
in which the said spirits have been distilled within five
days after the timeiof rendering the accounts of spirits
so chargable with duty, required to be rendered bja
law. And the said duties shall be a lien on the spirit
distilled and on the distillery used for distilling the
same, with the stills, vessels, fixtures, and tools there
in, and on the lot or tract of land whereon the said dis
tiliery is situated, until the said duty shall be paid:
Provided, That the dnty on all spirits shall be collected
at no lower rate than the basis of first proof, and shall
be increased in proportion for any greater than the
strength of first proof, except when made and used iu
the manufacture of vinegar or acetic acid, in which
case the duties Bball be collected on the basis of the ac
tual proof: Provided further, That any person who
shall distill spirits-and use the same in the manufac
ture of any other art cle without having taken out a
license and paid such duties as are prescribed by iaw in
relation thereto, shall, in addition to all other penalties
and forfeitures, be liable to pay one hundred per cent,
additional duties thereon.

ers of tobacco, cigars, Ac., are required to take out a
license, and give bond, to be approved at this office.—
Those who fail to give bond and procure a license, .are
in addition to all other penalties and forfeitures, liable
to pay one hundred per centum additional duties there
on.
Notice.— Merchants and others purchasing liquors,
before the duty is paid, do so at their own risk, as the
law compels me to seize it, no matter in whose hands
