OOO white s< ldiers kept at Aodersouville, whore n any of them died, solely in order tic niprl the Confederate Government to adurt that negroes were the equals of white sold .rs The outbreaks in various parts of :he country, which have taken place in con st qucnce of the insolence of the blacks, l ave not escaped the attention of the Gov emiro n*. and it has been determined by the President to disband all bodies of negro troops as quickly a9 possible. I am not aware es the grounds upon which this de cision w s made. The Secretary of War is and s o hsvo been opposed to it. But there rea* u to believe that it has been adopted in order to cheek, if possible, the growing insolence of the blacks, and to prevent any armed bodies of negroea from joining the black* in any insurrection which they may be mad enough to undertake. If he neglect to do so, the party for whose US3 it is made may stamp it before it is used; but in no case cun it be legally used without a stamp ; and if issued alter the 3uth of June, 1964, and used withogt a stamp, it canuot afterwards effectually stamped. Any failure upon the part of the maker of an instrument tu approntlately stomp it, ren ders him liable to the penalty of two’hundred dollars. Suits are commenced in many States by other pro cess than writ, viz: summons, warrants, publication, petition, Ac., in which cases these, as ihe original pro* cesses, severally require stamps. Writs of scire tacius are subject to stamp duty as original processes. The jurat of au affidavit, taken before a Justice of the Peace,Notary Public,.or other officers duly author ized to take affidavits, is held to be a certificate, aud subject to a stomp duty of live cents, except 'when taken in suits or legal proceedings. (Jet tificates "of Loan, in which there shall appear any a ritten or printed eyidence of an amount of money to be paid on demand, or at a time designated are sub ject to a stamp duty as “Promissary N >te«.” : The assignment of a mortgage is subject lo the same stamp duty as that imposed upon the original instrn ment; that is to say .for every sum of five hundred del lars, or any fractional part thereof of the amount se cured by the mortgage at the time of ito assignment, there must be affixed a stamp or stamps deuoting a duty of fifty cents^ When two or more persons join in the execution of an instrument, the stamp to which the instrument is liable under the law, may be affixed and cancelled by any one of the parties. In conveyances of real estate, the law provides that the stamp affixed mast answer to the value of the es tate or interest conveyed. No stamp is requited on any wot rant of attorney accompanying a bond or note, when such bond or note, has afnxed thereto the stamp or stamps denoting the duty required , and whenever any bond or note is se cured by mortgage, but one stamp duty is required on such papers, such stamp duty beiug the highest rate required for such instruments, ur either of them.
