It was suggested two weeks ago that
exports in December were likely to bo
extraordinarily large. Preliminary re
ports just issued indicate that tho exports
in that month were probably tho largest
ever known, for, while no iticre&io ap
pear* in cotton and cx|>orts of provisions,
cattle and oil were slightlv luaa than a
r ago, a gain of $20,100,000 appears

principal items of $17,540,854, or

nnd merchants, to assist and co-operate

tion. And to this end they recommend
a general and local adoption of tho action
of the convention, pledging them elves
to a reduction of uot lest than 20 per
cent of the cotton acreage of tho last year;
and further urge and recommend imme
diate organization of stato, county and
districts, or townships, to act cither in
dependently or through legsllv organized
societies, as may be deemed best, and
which will most roadily insure tho b no
fits arising from concert of action and
decreased production ot cotton for the
year 1892.”
CARDINAL MANNING DIES.

A London cablegram •says: Cardinal
Manning died at 8.20 Thutsday morning
after a lingering illness, followed by in
fluenza. Ills eminence, Henry Edward,
cardinal priest Roman church and Arch
bishop of Westminster, son of tho late
Wm. Manning, Esq., M.P., merchant of
London, was born at 1'ettcrilgc, Hurt-
fordshirc, July 15th, 1808.
The cardinal continued to grow weaker
and weaker during the night. Hu was,
able, however, to join in tho prayers
which were being offered at the bedside.
His Emincnco continued these sunlica-
tions for divine mercy until half pas',
seven, when he became unconscious nnd
bis death calm, anil he passed away evi
dently without pain. Telegrams of re
gret from all parts of tho world aro being
received.

A CURIOUS OUTCOME
A curious outcome of the present agi
tation wns the publication Saturday by
tho wsr dcpaitment of a convention
framed as long ago as 1804, to which the
United States and Chile have since signi
fied their adhesion. In view of allega
tions that have been made to tho effect
that the Chileans practico inhuman bar
barities in war, such as massiicreing pris
oners and wounded men, and mutilating
dends bodies, it may bo reassuring to our
soldiers thut this is a convention “for
the amelioration of tho wounded in armies
in tho field.” By somo oversight tho
convention was never before publish
ed. It guarantees tho neutrality and
protection of ambulance and hospital
corps, nnd provides that wounded or
sick soldier* shall bo entertained and
taken euro of without rcgnrtl to nation
ality. It also contains ample provisions
for tho succoring of wouncle l and wreck
ed sailors, and in brief throws around
combatants every possible guarantee of
Immune treatment in the event of their
being wounded or captured.
ANOTHER CONFERENCE
Held by Blaine and Montt Over the
Chilean Affair.
Secretary Blaiuo and Senor Montt,
Chilean Minister, had a long conference
at the former’s residence in Washington
Tuesday. It is rumored that, Mount )m«
received r copy of th* report on th* Hal
liiuuro incident, and that he furnished
a copy to Mr. Blaine, but this report can
not be verified. Another report is that
he has rsceived instructions from Santi
ago to make a full apology, but this also
lacks confirmation. All that is known
about his conference with Mr. Blaine is
that it was of sufficient length to keep

ing.
