THE HOUSE.
Wf.dnesdat.—When the tariff debste
was taken up In the house Wednesday
Mr. Bryan, of Nebraska, took the floor,
and delivered s speech that will make
• him famous. He spoke for nearly throe
hours being requested, after his limit of
one hour, to go on by memtars of both
sides. There was not a dull sentence
nor a dull word in 4ho entire speech. Not
a man left his seat the whole timo. It
was a magnificent effort, perfect in every
way. Nothing like it has been heard on
the floor of the house for twenty years.
Men who have served In con
gress . from ten to eighteen
yeais say they have never heard a tariff
speech to eouil It. No effort of Carlisle.
Morrison, Mills, or any of the rccogui/.oil
tariff orators, bat ever touchod it. Ills
argument was simply unanswerable in
«*err particular. At the opening of
congress Speaker Crisp appointed Mr.
Bryin, who is only thirty-ono years
of age, as one of tho new men on the
ways and means committee. Mr. Bry
wanted it, and when the speaker talked
with him a few momenta no discovered
that lie would make no mistake to ao
rocognizo tho young man. To tho aver
age member, however, the appolntmont
was a surprise, but now, since lie lias
demonstrated his fitnrs< for the place,
his appointment is hailed with delight
by/lemocrats.,
THURSDAY.—In tho house, Thursday,
on motion of Mr. Cox, of Tonnessoo, a
biff was passed,authorizing tho St. Louis
and Binpingham Railroad Company to
construct a bridge across tho Tennesson
river at Chilton, Tenn. Tho house then
went into committee of the whole (Mr.
Blount, of Georgia, in tho
chair) on tho free wool bill. Mr.
Payne, of New York, entered into a
defense of tho McKinley tariff act. Mr.
Ellis, of Kentucky, spoke in ndvocncy of
the pending mcasuro. Tho basis of the
entire tariff, ho said, was tho woolen
schedule, and it war tho duty of tho
democratic house to break through this
schcdulo and thus rauso tho entiro struct
ure to totter. At the conclusion of Mr.
Ellis’s speech tho committee roso and the
houso adjourned.
Friday.—Almost tho entiro day in thtf
house, Friday, was occupiod by Mossrfe.
Williams and Walker, both of Massa
chusetts, in a personal controversy. Mr.
Williams, rising to a question of privl
lego, moved to strike from tho record
that portion of a speech of Mr. Walker,
delivered Tuesday last, which had not
boon delivered by him. Portions of the
speech which had not been uttered on tho
floor Wiiliama objected to aa boing of a
personal and inaulting nature. Tho dis
cussion was closed liy tho adoption of
a resolution providing that tho
printod (and not tho delivered)
speech of tho gentleman from Massa
chusetts (Walker) lie referred to the cun-
luitteo on printing, with instructions to
the committee to report whether or not
the privileges of tho house have been
violated in tho publication of the same,
whether or not any portion thereof should
ho expunged from the record and wheth
er any other action should bo taken by
tho houso iu the promises. Mr. Mc
Millan, of Tennessee, from tho commit
tee on rules, reported hack the resolu
tion calling on the secretary for informa
tion as to what amount of tho requisitions
for payment under contract or otherwise
for the various branches of the public
service were presented between the lid
and 20th of February for which warrants
or drafts were not lisucd for payment
prior to March 1, 1870. It was adopted.
Monday—In tho houso Mr. Boloo, of
Tennessee, rising to the privileged ques
tion, offered a resolution calling on tho
secretary of tie treasury for a list of all
the persons employed In the coast and
goodctic survey whose salaries were in
creased of decreased during 1800, and
also for a list of those who wore dis
missed or who resigned during that year.
After some discussion it was adopted.
Mr. Richurdsou, of Tennessee, from tho
committee on printing, submitted a re
port of tho committee on the resolutiou
< ffered by Mr. Williams, of Massachu
setts, to expunge from tho Rec
ord that portion of tho speech
of his colleigue (Walker) which
was published ir» the Record, but not ut
tered by him o.» the floor. The report,
which reviews the tpeech in detail, ends
with a resolution declaring that tho
house, deeming it a high duty that the
courtesy and decorum required by par
liamentary law and practice, should
characterize dobate and conduct of mem
bers at all times in their official relations,
hereby expresses its disapproval of the
unparliamentary language us. d by Ron.
Joseph 11. Walker, and considering it
impracticable to separate ihe unparlia
mentary, portions of tho speech from
such parts ns may be parliamentary re
solved that the public printer is directed
to exclude from the iiermancnt Congres
sional Record all that portion of his
►pccch not delivered on the floor.

Wednesday.—In the senate, Wcdnea-
i day, Mr. Hale, from the committco on
uaval affairs, reported a bill for the con
struction (by contract) of threo battle
ships of from 7,500 to 10,000 tons dis
placement, two armored coast defence
vessels, five gunboats of 800 to 1,200 tons
displacement, and eight first class tor

appropriated for their coustructiou and

Friday.— Several memorials in favor of

Mr. Wolcott from silver leagues and sil
ver clubs in Colorado. and one ngiiist

►obri. Mr. Stanford gave notice that at
8 o’clock next Thur-day ho would ask the

amount of internal tax collected upon
cotton produced in each of the states, and
on domaml to pay the amounts so ascer

BtsUJs, to bo held in trust for tho benefit
of the producers of tho pot ton so taxed.
Tho secretary of tho treasury is author
ized to issue enough treasury notes bear
ing no interest to carry out the purposes
of tho hill. Mr. Moreau reported
to tho senato n substitute
his bill to disposo of certain ni
lie lands in Alabama. Tho substitute
provides that all public lands in that
stato now subject to sale as mineral land-*,
arc to be granted the state to be used in
promoting technic il education. After
disposing of a largo number of miscol
lancous bills, some of them for public
buildings in small towns, tho senato went
into executive session and soon after nd-
journed.

month for all soldiers or widows of sol
diers who served thirty days or more in
any of the Indian wars between 1882
and '42. .
Senator Pcflfor, of Kansas, has intro
duced a bilfln congress which requites

shall he determined the question whether
electricity can bo profitably used and

can contestant. All tho democrats
copt two, and all the republicans signed

Gillespio, of Pennsylvania, and Mr.
Cobb, of Alabama, They will bring in
a minority report in favor of Mr. Rock
well retaining his seat. On this there will
be quite a light in the house.

The report concerns the salaries, expen
ses,-etc;,. 61 foreign • ministers. For this

Tho friends of Mrs. Florence Ethel Us
borne, whoso sentence to a term of nine
months imprisonment for.porjury, in con
nection with tho great Pearl case, is of
too recent a date to require further men
tion, have good grounds for their fears
ihat sho will not live to serve out her
sentence. Her condition has been such
that before her trial and after her con
demnation, sho was confined in the in-
firraatory attached to Holloway Model
j»il. She is in a delicate condition, and
the disgrace she has brought upou herself
and family has proven greater than she
cau bear. To-uay it is announced from
the pris that she is iu a comatose condi
tion.

Russia, say*: American steamer Indiana
Captain Sargent, which brought to this
port the gifts of flour and provis onssent

of her and held thank-giving service,
which concluded with a formal and im
pressive ceremony of blessing the ship.

Relief Society: “The Russian Relief
Society warmly welcomes the dear
American brethren who arrived ou the
Indiana, and prays you to transmit to the
inhabitants of Philadelphia the expres

says: Lord Salisbury has sent a commu
nication to this government in reply to
the note of Acting Secretary Wharton, of
