W 1ERE AS John W. Long assignee of the nn
derwriters at Lloyds,ih London, in tlie
Kingdom of Great Britain, the supposed insurers
oftii'e Ship Albion and cargo, has exhibited his
libel or complaint, in the’District Court of the U-
nited State*, for the District' of-Georgia, stntlug
alleging an3 propounding, that the British Ship
Albion, laden with Mahogany, Logwood, nnd di
vers other articles, was, on the morning of the 16th
September last, by the force of the wind and
waves driven on the bench of Saint Catherines
Island, in the District aforesaid, and there' aban
doned by hcrcrew i nnd that much of the cargo
has floated out of the snidSbip, some partof which
has been taken by George 11. Johnston, Patrick
Houston und George M. Waldburg, aud by divers
other persons, to a place of greater safety,. and
that part thcref still lies on the beach of said
Island, below high water mark exposed to tho sen
That the Agent ot the underwriters at Lloyds, un
der the impression that the said Ship ana cargo
were insured at Lloyds, has for the benefit of till
concerned, sold the interest of the said underwri
ters aforesaid, therein atpublick sale to John W.
Long. But tlie said persons, who have removed
a purt of the enrgo to a place of greater sufety,
claim to be entitled to salvage thereon, nnd pray
ing process of this court to take the said w/eck
and the said cargo, or so much thereof, as is to be
found within the jurisdiction of this Court, intd
the custody of the Court for the benefit of the said
libellant, nnd all persons concerned, aud proving
a monition Against the said George, Patrick, and
George, and ail other persons, claiming to be en
titled (n salvage to appear'and establish such their
claimsand also to all persons interested to appear,
and shew cause why the said wreck and her car
f o shall not be adjudged to the said John W.
iohg, assignee, as aforesaid, of,the .underwriters
at Lloyds, and for further proceedings. Now
therefore, you thesnid Marshal, are hereby com
manded to attach, seizii, lake, ua’d safely keep the
“■remains of the said Ship Albion and her cargo,
wheresoever within the jurisdiction of this Court,
or in the possession of whomsoever to be. found,
to nnswbr the said libel', and you are further com
manded to c}te and admonish the said' George,
Patrick, and George, and all Other persons, claim
ing to be entitled to salvage in this, behalf to ap
pear before this Co'urt, and there. establish such
their claim nnd further to cite aiid admonish all
find every persbn and persons, whomsoever hav
ing or pretending to have any right, title, interest,
property, claim or. demand in, or to the said wreck
orto the cargo thereof, to be, andappeur at a spe
cial Court ofAdmiralty, to be held at Savonnuh,

Congress,than has ever heretofore been published,

thentic cast,printed with grent regard to accuracy,
and in h form for durable preservation.
This undertaking is not of course intended to
substitute or supercede the Reports of Debates for
the National Intelligencer, but rather, by with

with tlie following soctions of an Ordinance for

Sec. 10. And be it further ordained, That every
house within the limits and Jurisdiction of thu
City, occupiod and tenanted, slinll. be supplied
with buckets at the expense of the owner* of
said premises, to the number of at least the num
ber of five-places in the same, including such as
are in the out-buildings, and the said buckets shall
be equal in goodness and size to those procured
for tlie use of the City,and painted,on which shall
be painted in visible characters the name of the
owners of snid buckets; and in case the owner of
iv house or tenement should refuse or neglect
to have tlie said buckets supplied agreeably to
this ordinance, it shall and mny be lawiul for the
tenant to procure the same, deducting it out of
his reut- ■
Sec. II. And be it further ordained, That the
owner of every improved wharf shall fur/iish
twenty buckets for the building or buildings on
such wharf, nnd doliver them to Managers and
Assistants of the Engines, on or before the second
meeting of Council In July next; mid the .receipt
of any Manager or Assistant, ior such buckets,
shall be deemed a full compliance with this sec
tion, by the owner, for the number of buckets
meutioned in said receipt;' Arid the owner of
every store iu tlie City, that has no fire-place or
daces attached to the same, shall furnish two fire-
mckcts for every store of such kind, and under
sucli regulations as other landlords aire by this or
dinance required to do.
Sec. 12. Andbeitfurther ordained, That every-
owner of a wooden house or house's, brick, or
stone house,or houses covered witli wood,occupi-
edas dwelling-houses or kitchens,shall providclne
same with a sufficient ladder, or have a scuttle or
door cut through the roof of such house or houses,
large enough for a man to pass through conve
niently, under the penantly of a fine not excee
ding thirty dollars.

Debates in Congress, in a convenient form, .with
indexes which might lead the enquirer to any sub
ject debated, and to the name of any one wlioen
gaged in debate. Such a work would bo nn elc
mentury book for young politicians, and we have
no hesitation in asserting that the possession of
such a one, from the commencement ofthe exist
ing government to this day, would bo of immense
value to the nation, were it only to shew wbfit has
heretofore been said upon questions which are
continually recurring for discussion, and produc
ing needless consumption of tipto by superfluous
deliute. What, is trite of the years that have past,
will, us soon ns they are gone, be equally true ot
those in which we live.

each House on questions which have been the
subject of Debate, such Documents, connected
with the Subjecls of Debate, as may be deemed
essential to enable the Reader to -comprehend
them, and proper indexes to the whole..

titled to a distribution of part of the undivided

O N the petition of Nicholas J. Bayard, stating
that Ray Sands, on the fifth dayof June eigh
teen hundred and twenty-four, for the better se
curing the payment of his certain bond or writing
obligatory, bearing date the day and year afore
said, whereon he the said Ray acknowledged him
self held and bound unto the 3aid Nicholas J. Bay^
ard, ;n the penal sum of four thousand dollars'
conditioned for tlie paymet of one thousand dol,
lars on or before tlie first day of October then
next, and the further sum of one thousand dollars
on the first day of January then next, did mort
gage all that tract, piece, or parcel of land, lying,
being und situate on Cumberland Island in the
county of Camden, and known by the name of
Cotton' Blutf, containing four hundred and fifty
acres, bounded on the north by lands of Shierer,
on the south by lands of. Nathaniel Green, and. on
the west by salt marsh, together with the appurte
nances—and further stating that the said sums of
money remained unpaid, and pray the foreclosure
of tbe-cquity of redemption of the said.Ray.
On motion of W. W. Gordon, attorney Tflr the
petitioner, it is ordered that the said Ray Bands do;
pay into this court before the expiration of twelve
months from tills date, the said several sums, of
money in the condition of the said bond mention
