derwriters at Lloyds in London, In the
Kingdom of Great Britain, the supposed Insurers
of (lie Ship Albion nnd canvit has exhibited his
libel ot.complnint, in the District Court of the U-
niteA States, Tor the District Of Georgia; stating,
alleging, and propounding, that the British Shin
Albion, laden with Mahogany, Logwood, mid di
vers oilier articles, was, on the morning of the 16th
September last, by tho force of the wind and
waves driven on the beach of Saint Cathcrlnei
Island, in the District aforesaid, and there aban
doned }>y hercrew; and that much of, the cargo
has floated pitt ofthe snidShip, some partof which
has been taken by George 11. Johnston, Patrick
Houston and George 111. Wnldburg, and by divers,
other persons, to a place of greater safety, aud '
that part theref still lies on the beach of said
Island, below high water mark exposed to the sea
That the Ageijlt ot the underwriters at Lloyds,'un
der the impression that the said Ship and cargo
were insured ut Lloyds, has for.the benefit of all
concerned, sold the interest ofthe told underwri
ters aforesaid, therein at pubhek sale to John W.
Long. But the,said )>ersons, who have removed
a part of the cargo to a place of greater safety,
claim to be entitled to salvage thereon, and pray
ing process of (bis court to take (he said wreck
and the said cargo, or so much tl/creof, as Is to be
found within the jurisdiction of this Court; Into
the custody of tho Court for the benefit bf the said
iibcjlnnt, aad-aUpersons concerned, and praying
n monition against the snid George, Patrick, and
George, and all other persons, claiming to be en
titled to sulvngc to appear and establish such their
ctairas and also to all persons interested to appear,

Long, assignee, ns aforesaid, of the. underwriters

munded to attach).seize, take, and safely keep the
remains ofthe sajd, Sljlp Albion and her cargo,
wheresoever within the Jurisdiction of this Court,
or in the posscsrfoftof whomsoever to be foiled,
to answer the said libel, and yoit arc further com
manded to cite and ndmonish the said George,
Patrick, end George, and all other persons, claim
ing to be entitled to salvage in this behalf to ap
pear before tills Court, and there establish such
tiieir claim and further to cite ami admonish all
and every person nnd persons, whomsoever hav
ing or pretending to have any right, title, interest,
property, claim or demand in, or to the said wreck
or to the cargo thereof, to be, and appear at a spe
cial Court ol Admiralty, to be held at Savannah,
on (lie Twelfth day of November next, to answer
the libellant in the premises that right aud justice
may be done in tiiis behalf. And whatsoever you
shall do, in tiiis regard certify and make known

A CCORDING to an intimation heretofore given,
there will be published at the Office of the
National Intelligencer, during the next session of
Congress.and, if encouraged bv the approbation
of tlie Public, at every session thereafter, a RE
GISTER OF DEBATES IN CONGRESS, im.-md
c(Jtocumjjrehendamore full Report of the Speech
es tin topics of general interest, in each House of
C,’oYlgress,than has ever heretofore been published,
or than can be given to the Public through f he or
dinary and limited channel, the columns of a news-
uiper. This compilation will be of the most au
hentic cast,printed with great regurd to accuracy,
aiid in a form for durable preservation'.' '
This undertaking is not of course' intended to
substitute or supercede tlie Reports of Debates for
Die National Intelligencer, but rather, bv with
drawing the heavy and extended Reports from its
columns, to enable the Proprietors ot that Journal
to furnish, every day, in tr comprehensive form,
intelligible Reports of the Proceedings and pis-
missions in the dpy preceding, on both Houses.
The “RKoisT#rt” is necessarily an experiment,
but it is an experiment the success of which we
see no reason to doubt. Every one who takes au
interest in our political history, as well asall tliosc
who engage in the duties of political life, must
hash: felt und lamented the want of a Record of
Debates in Congress, in a convenient form, with
indexes which might lead tlie enquirer to any sub*,
joct debated, and to the name of any one whoeft-
gaged in debate. Such a work would be r n ele
mentary book for young politicians, and Wo have
no hesitation in assorting that the possession of
such a one, from the commencement ofthe exist
ing government to tiiis day, would be of immense
value to the nation, were it $nly to shew What has
heretofore been said upon questions which arc
continually recurring for discussion, and produc
ing needless consumption Of time by superfluous
debate. What is true of the years that have past,
will, as soon as they are gone, be equally true o :
those in which we five.
It is not only, therefore, as a vehicle of present
information, but also as a book for future retercnce
—nsaNational Political Repository nnd Text-Book
that we' hope this work will be both useful and
popular.
From tlie lowness of the subscription to this
work, it will be seen that it is no partof our cal
culation to realize any present profit frflm it. On
the contrary, we shall, in all probability, lose mo
neyby it (or a year or two, hoping that thereafter
its established character will ensure it a sufficient
patronage to make it profitable.
