To alter the third, seventh and twelfth
sections of the first article, ami the
- first and third sections of the third ar
ticle of the Constitution of this State.
Whereas, a part of the-third section of
the first article.of the Constitution is ir>the
following words, to witt “The Senate shall
be elected annually.’’ A part of the se
venth section of the first article is In the
following words—“The Representatives
shall be'chosen annually ’’ And a part of
the twelfth section of* tlie first article,
is in the following Words—‘The meeting
of the General Asseinby shall be annual
ly-”
And whereas, a port of the first section
of the third' article, is in the following
words to win—“The Judges of the- Supe
rior. courts shall be elected for the term of
three years.” And a part of the third sec
tion of .third article, is in the following
words—"There shell be a State’s Attorney
and Solicitors appointed by the Legisla
ture, and commissioned Wy the Governor,
who shall hold their offices for the term of
three years.”—And whereas, the before re
cited clauses, reqplre amendment?

of Representatives of the Stale of Georgia
in General Assembly met, and it is- hereby
enacted by the authority of the same, That
so soon ay this act shall have patted ‘agree
able to the requisitions ofthe Constitution,
the following shall be adopted in lieu of the
foregoing clause in the before reci ted re
cited sections, to w it?
In lieu of the clause in third section- / of
the first article, the following, to wit—The

The following certificate gives the his
tory of the introduction of the Panacea into
the Philadelphia Arms Ilonse Infirmary.
Those who read it, will he convinced that
the proprietor has never feared the investi
gation of physicians, or endeavored to ad
minister the medicine in secret. It also
evinces the prejudices of the faculty, that
those who were so anxious originally to
exclude the medicine from this institution,
would neglect no opportunity of expolling

ladelphia.
Mr. Swaim, proprietor of a medical com
position railed Swaim’s Puntcear applied
to me, requesting me to state what I know
about the introduction of hit medicine into
the Alms House—and I consider it a duty,
to comply with his request.
Being President of the Bnnrd of Mana
geraof the-Alms Jimise in the year 1820,
Mr. Swainv expressed to me a wish to un
dertake the cure of some persons then in
the house, whose eases were given up as in
curable by the medical' eentienien, Hint he
waa confident of curing by his medicine
those eases, and would undertake some of
the most desperate—and would reqnirb no'
other compensation than Hie satisfaction
to be derived from the service rendered.
I promised to consult the other mana
gers, and did so; hilt I found that some of
the medical gentlemen in the Hbdte had
labored to prejudice them, as some of them
attempted to prepossess me against what
they denominated quackery- Some of the
managers felt inclined to the trial, consid
ering that as they were cases abandoned by
the medical men which were to be opera
ted upon, nri'liarm at least would be done,
and if cure Wat-practicable, the opportuni
ty ought to be afforded, but they expressed
a reluctance to take any responsibility upon
ithem; by which I understood that they did
not like lb-put themselves in opposition to
the physicians. Others opposed it alto
gether. I therefore offered and took upon
myself whatever responsibility there was in
‘the case, and notified Air. StvainVthaf
would accompany him, and did so. The
first- case selected was that of a woman,
whose appearance was horrib'e, and whose
condition was'so deplorable that the pa
tients jn the same room wished to have Irer-
rnmoved, and the evidence of my own ten
ses justified their oomplaint.- She wns a
woman of about SO or 82 years of age, her
right eye was alredy uestroyed, the left
eye protruded more than half an inch out
of the socket; the flesh of the left cheek was
jone complete ulcer, the flesh- of the nose
had disappeared and left the nostrils two
naked holes, the upper lip on the loft side
was destroyed, and the teelh and gums
hare, and the whole face, 8s It appeared to
me, in a stale of dissolution; her appetite
had left her—she represented a living skel
eton frightful to behold. Mr.Swaim said
he could cure hor; he could not restore the
lost eye, nor restore the nose, but he could
restore theleft eye and the mouth. >
- Ho undertook tho case, and I : frequent
ly attended him in his visits to the poor wo
man, and she was rured—and I havo fre
quently seen hor since, going about lie,
ordinary business with the alacrity usual
io a person of that ago; tho deformity of
course remained ; but all that remained
besides Appeared healthful. I have con
fined myself to this case, upon which J
was impossible to be mistaken,'and for
borne to introdnoe-any oljicr circumstai-
?es than what belong immediately to it.

store-house, with two good gilst and two

and about 75 acres of open land, in a nice
state of cultivation. This place contains
six hundrod and soven acres of land, and
owns the pine timber on six hundred acres
more. The shoal is said by good judges
to be equal to any shnal in the Union for
any kind of machinery requiring water
power. By nature this shoal it »o construc
ted, av Io be free from all iiicunvenioncc or
danger from tlie highest freshets, and al
ways lias a Sufficiency of water.
Also, 1200 acres ofland, 18 miles from
Alliens, and 10 miles from Monroe, Walton,
county, on the Appalatchie river, with a-
bout 200 acres of open land; part of tlie
wood land is of a superior quality. The
place is well watered' with branches and
fine springs; hat on it n gin which is car
ried by water, and is supposed to be as
healthy as any pait of the State; part of
this is fine red land for wheat..
Also, 250 acres of land, directly on the
road from Covington to Madison, 4 miles
ftom Covington. This is n beautiful le
vel piece of land, a handsome place to live,
wlihln two miles of the fine flourishing V
oademy of Jefferson, in a good neighbor
hood : thoro ore about 40 acres of open
laud, and in a lino state of cultivation.
Also, a beautiful front lot oil the square
in Covington, with two. houses, whore
McNeil 8b Batts, merchants, do business,
nnd whero the Rev. John Jones now lives.
This is ns desirable a stand as is in tho vil
lage for doing business. '
