count shall undergo the ihspectiou, and be ben
liflnd by the emiimilleo of (iimnce, before the
publication of the name.
Sec. 2, Be it further ordnined, that the clerk
ofeonneit or the city clerk shall keep an office
in tho Exchange, which office ho shall attend
from nine o'clock, a. tn„ to two o'clock. p»«yi.,
daily, (Sunday’s excepted) ami to which all per*
sons havin^biisiness with him in the lino nriiis
duty may repair, nnd in addition to the duties
which nrogptoscribed by the various ordinances,
which nro now in force, nr which may hereafter
be ordained, it shall be tho duty ofthe said clerk
to roccive all applications aud petitions, and to
lay the same before the mayor, ornctimr mayor,
(if immediate necessity require) or the city
council at the next regular meetingtheroof; and
he shall keep truo and fair copies ofthe proceed,
hu's ofthe said council, nnd of all ordinances
passed by them, which shall bo registered, nnd
remain of record m books to Im kept for that
purpose; and he shall furnish copies of such
minutes to the city printers, (unless otherwise
directed by conned) within twenty four hours
after the adjournment of evory meeting, nnd ho
shall nlso furnish to the city printers, copies of
every ordinance passed hy council, within ot e
week after the final passage thereof; mid he shall
keep n docket, wherein shall be inserted the
names of poisons fined, offences, amount of fnip,
when inflicted, and rotntns nf marshal thereon,
to be laid beforo council at eault regular meeting;
nnd tho said clerk shall utteud the councilnt nil
regular or extra meetings thereof, and ho shall
aUo attend tho mayor, chairman, or any of tho
aldermen, when any business shall require his
attendance, and ho shnll also record within n
month, nfter each meeting in n proper full
bound bouk, tho minutes of council, and index
the same.
See. 3, Be it further ordained, that thn city
treasurer shall also keep his office at tho Ex*
change, and attend thereat daily, (Sunday ex*
copied) from nine a. in. lo 2 p. in ; and that in
addition to the other duties which are prescribed
by the ordinances, which nro now in force, or
which may be hereafter ordained, it shall bo the
duty of the said treasurer to ntteud the council,
the mayor, or any of the aldermen, whenevo r
thereto required, aud he shall also, whenever
required by tho council, mayor, acting mayor,or
finance committee, well aud truly account for all
monies by him received, nnd in what manner
the same hut been expended ; and ho shall not
without the order of tho city council, or under
the directions ofsouie ordinance, pay any sum
of money out of tho treasury, except the pay
roll ofthe city witciunen, or tho orders of the
mayor, or acting mayor in favor of the city
watchmen; and he shall keep just, reguta «
and fair books of account, and other books no
cessnry to curry out tho provisions of any ordin,
mica passed in referenco to his office or duties,
ami he shall furnish to the committee uf finun o
a balance cheat of his ledgers tnutuhly.
Sec. 4 Be it further ordained, that the city
mnrlhal shall regularly attend the city council nt
all stated, and other meetings, and nt the police
court, and also the mayor, or any alderman
whenever roqu^ed to to do, and execute their
o ders and precepts. lie shall give information
of nil ofiences committed nguinst any of the or*
diuaiices of tho city, which may come within his
knowledge, and shall attend to the enforcement
of all the ordinances which may bo of force nt
any time, and he rhall perfoim all tho duties
which may bo prescribed hy suy ordinance now
of force, or which may heteaftor ho ordained,
nnd tho said umrshal slmll account for, nnd pny
ioto the hand* of the city treasurer, when requir
ed by the city council or any ordinance,whatev
or public monies he may Imve received,
See* 5. Bo it further urdninud, that the city
constables (who shall be six tu unuiber.) slmll

precepts emnnatlng from such persons, and
shall also give information of all offences com*
milted ngainst any of the ordinances of the city
which mny como within their knowledge, and

Sec. G Be it further ordained, that it slmll
bo tho duty of the city tnnrshal to make n return
on each execution aud pay ovor to tho city trea*
surer the money by him roceived thereon, at or
before the second regular meeting of council af*
ter such execution shall have boon passed, (exi
cept tax executions,)
Sec.7, Be it further ordained, that on tho first
regular meeting of council in every January
there shall be elected five persons to net as port
wardens for the port of Savannah who shall bo
commissioned by tho mayor under^ the seal of
the corporation, whose duties and feoJ »n«U bo
conformable lo an ordinance, entitled 'an ordi*
nuiico to regulate the duties and fix the fees
of port wardens for the port of Savnnnah,’
passed in council 4th of Murch, 1824, as nmendi
ed and altered by an ordinance entitled
'an ordinace to emend an ordinance tn regulate
the duties and fix the fees of the port wardens
for the port of Savannah, passed the 29th May,
1824.
Seo. 8. Be it further ordnined, tlmt the liar*
ber master shall be elected on tho first regular
meeting of council in December, in each and
every year; audit shall be the duty of tho said
harbor master, (in addition to any duties which
may be prescribed by any of tho ordinances of
tho city, which are now of force or which may
hereafter be ordained.) to have printed the rul«M
and regulations which lie mny deem proper to
be established for the government of pilots and
masters of vessels m the port of Snvnnnnh nnd
causo the same to be established in such mau*

to those interested; provided that nothiug shall
be contained in these rules in opposition to the
awn oftlio State, or the ordinances of the city,
and provided that the said rules so established

mitted and approved of by the board ofcommis*

and have been signed by their chairman or sui
cretary*. and if any person shall violate any of
the said regulations when they shall have been

nah, who shall give bond ns required hy tho
Inws ofthe Stnie, nnd who shall also previous
to receiving licence or acting as such, give bond
with two or moro securities to tho mayor and
aldurmen of the city of Savannah and hnmlost
thereof, in tho sum ofono thousand dollars,con*
ditioned for the payment of all dues and taxes
for which such auctioneers may be liable or
which may ntnuy time bo duo by him ns auc>
tionoerto the city, nnd to make quarterly re
turns, account, nnd puy into the treasury such
sum or sums thus duo, and also ihithiull
to perform nil the duties required by ordinance
of-‘snob'auctioneers; and such auctioneer or
venduo tnnstor, shall, in addition to the fee, to bo
first regulnr mooting in January, of each and
evory year, ibocounoil shall electa pumpeon.*

when necessary, and he shall keep it clean at

Seo. 12. Be it further oiduined, That It shall
not be lawful for any officers of council, or any
parson holding any appointment under council,
with any salary annexed thereto, to be concern*
od, either directly or indirectly, in any contract
wuh the city council, or their agents, or their
nfiicers, or in any contract or eugugeninnl ol* u
pecuniary character in which the corporation of
tho city of Savannah is either directly or indi
rectly concerned, under the penalty of not ex*
cetiding onn hundred dollars for every such of
fence, and the person so ofibuding, may also be
dismissed from office by tho city council.
Sec, 13. Bo it further ordained. That the
election of all cay officers, unless otherwise pro*

Sec. 10. Be it further ordained, That council

more city printers, whoso duty it shall be to
publish the minutes ofcouncil whenever they
shall be furnished to them hy tho clerk, nnd ns

required, all notices, ordors, or proclamations

committees thereof, or tho officers thoreof, the

Sec. 17. Ho it further ordained, That council
shall on the first regular meeting ofcouncil, tn
each and every January, elect a keeper ol the
city clock, whose duty it shall be to keep the
.same in good order nnd ropnir throughout the
year, and for which duty he shall receive such
compensation as may be staled in the ptoposals
accepted by tho said council.
Sec. 18. Be it furthor ordnined, That no offi
cer holding any appointment under council, (tho
mayor and city printer excepted,) shall absent
himself from the city for n longer term than
twenty-four hours, without the permission or
tho mayor oracling mayor, nnd where the ab*
amice is tube prolonged beyond thirty dnys,
without the permission of the counuil; and
where such permission ia given, the said officer
shall leave a proper deputy, to bo approved of
by the authority gr..uting the periniysion, and
the said officer ho leaving snch deputies and the
securities ofsuch officer are to be held and equal
ly bound for such deputy as for tho principal.
Sec. 19 Be it further ordained, That the
mnyor or acting mayor shall have power to susi
pond any officer holding any appointment un
dor council for any flagrnnt violation of duty,
rendering it necessary to take such step, which
suspension lie slmll report to council within
fortveight hours afterwards, by whom the said
alleged offence may be enquired into; nnd
council slmll nt nil times have the power to fine
any of their officers for a violation of their duty,
or for nny misconduct in olfios; nnd to suspend
and remove nny of the said officers of their
respective offices, when convicted from uny of*
fence or mi.-conduct, which council may deem
a sufficient cause for such removal.
Soc.20 Be it further ordained, tlmt from and
ufter tho next election of city officers (except
who otherwise provided herein) the 6overnl
officers hereinafter unmed, shall bo entitled to
and it shall he lawful for them to demand
and receive tho several fees and salaries herein
after enumerated nnd mentioned, together
with such other nnd furthor feos or salaries as
may in future bo proscribed, viz:
City Clerk.—Salary four hundred dollars,
nnd the following foes of office to bo paid by
the individuals requiring the service, or liable
for the same. viz.
Preparing testimonial, ninety throe and three
quarter cents;
Countersigning the eamo thirty ono and a
quarter cents:
For any attendance on tho mayor, hy applica
tion of any person on private business,thirty one
and a quarter cents;
For every certificate or an extract oftho city
council for any person not a member, thirty
one and nquarter cents;
For n re entry on each lot in arreer, one dob
lar; and a commission of one par centum on the
money paid into tho Treasury on all sales of city
Messenger and keeper of guard house,—Sab
ary, (to commence immediately after the pas
sage of this ordinance,) one hundred and eighty
seven dollars nnd a quarter cents:
For every petition presented to council, thirty
one and fifty cenli:
For every licence, thirty one and a quarter
cents.
Constables.—Salary, one hundred dollar* per
annum. Aud the following fees of office; to be
pnid by tho defendant, or person liable fur the
same, viz:
For serving a summons, tidrtyione and a
quarter cents;
For serving a warrantor makings levy
sixty two nod u half cents.
Harbor Mnster —Oil all ships and barques
arriving from foreign ports, six dollars:
On all brigs arriving from foreign parts, five
dollars:
On all schooners nr sloops arriving from for
eign ports, ihiee dollar*:
Oil all ships or barques arriving at this port

arriving in the port of Savannah as foresaid, lo

shall deliver a printed copy of the regulations of
the port.
Keeper of powdor magazine.—For every keg
of powder placed in the magazine of the weight
of from twenty five to twenty eight pounds,
twolreanda h. If cents at the lime of receiving
the same, and the fa rther sum of twelve and a
liulf cents at the time of delivering the same to
tho owner;and a like sum in proportion to tho
weight thereof. And he shall not be entitled to
any compensation when a sale takes place, un*
loss said sate is accompanied with a delivery,and
all powder delivered tu the said keeper ns afire*
said, shall be immediately stowed in the snNst
powder magnziue undor his care, under pannlty
of fine not exceeding one hundred dollars for
the first offence, and the like penalty aud rentovi

Sec. 21. Be it further ordained, that an or*
diunnee entitled 'An ordinance to elect a clerk
and slientr onini Cf Common Pleas and of
Oyei nnd Terminer for the city of Savannah,
passed on the 8th of December 1825, nnd so
much of an ordinance entitled 'An ordinance
for regulating the proceedings ofthe mayor’s
court ofSavannah,’ passed Febuary 8th. 1798,
as may not he superseded by the last mentioned
ordinance or by this, bo and the same are de*
dared to be in full force.
See. 22. Bo it further ordnined, that it shall
be the duty of the clerk of council, treasurer,
marshal, recorder and messenger, to make quar.

them respectively received.
Sen 23. Be it further ordained, that all or*
diuaiices and \ parts of ordinances militating
against this ordinance, be und the same are
hereby repeated.
