tain its possession of it, Mr. Msrcy goes on to say
what is our policy in regard to it, and for that tercels,
purpose quotes the instructions given to our Minis
the safety of vessel and crew.
Navannah and Albany Railroad.
Wo have already acknowledged tho receipt of
the First Annual Report of tho Prosidoul and Di
rectors of tho Savannah and Albany Railroad
Company, issued under dato of 8th May, 1854, just
placed before lbs public, in pamphlet form of thir
ty-two pages, although tho report proper, under
that date, closes with tho twenty-sixth page. Tho
remaining nino pages are oecupicd with a report of
tho proceedings of tho Board from Its organisation,
with Us contracts, plans and prospects, drawn up
by the President, under instructions from tiio Board,
and submitted to hie Uonor tho Mayor of tho city,
under dato of Decembor 19tb, 1854, in answer to a
call from his Honor, by authority of tho City Coun-
ciljfor information, dtc. Tho pamphlet closoe
wild a preamble and scries of resolutions adopted
at a meeting of dtixons, at Troupvillo, on tho 9th
of December, 1851, in which U is declared oxpedi
cot and highly important to the interests of that
section of tho Stato to form a connection with this
road, and proposing certain terms with a vow or
Decuring said connection.
Taken as a whole this report is highly interest-
ing. it is prepared with a clearness and brevity
. hamelerlstio of its President, giving a thoroughly
comprehensive history of tho Company, front its
provisional organization, ou tho 87th of August,
1853, to tho dato of tho report, inctuding surveys,
location of tho lino, depot site, right of way, con
tracts for construction, tho amended charier, tho
Alabama charter, its rotations with Florida and
S >uth-wesiern Uoorgia, financial condition, its fu
ture policy, ptospccis, etc., etc. Under the cau
tious policy adopted by tho Board ot Direction
>he work is being steadily prosecuted, and we have
tho iiusi possible guarantco in the character of the
individual members of the Board that this policy
will bo tigidly adherod to. Proposals are now in
vited lor tho grading of the uolot sections between
the Ogeocheo and Altamaha Rivers, in accord
ance with plans, profiles and specifications on file
in the office of tiio Secretary of tho Company.—
Much will depend upon tho prompt and efficient
action of the Southern friends of tho outerpruo on
to its iuture^xtenshm. Dovrlnping, as it will, tho
resource* and wealth of a vast agricultural region,
i; is not too much to expect that its friends most
interested in Southern Gourgia and Florida, will
be artivu in extending its length. With such a
spirit and determination as actuated tho‘meeting of
citizens ux Troupvillo, in December, tho ontor-
havo been refused, it will then be lime lo consider

wards her. Mr. Mnroy «uys our Neutrality Laws
aro now as strong as they can bo made without
unjuat interference with the rights of the citizens—
that overy proper oflbrt will be made to cnloreo
them in caso uf revolution in Cuba. Uut necessa
rily, in such revolution, many discontented subjects
of Spain will loavo uur shores to join their country
men in efforts to throw off the yoko of Spain. Mr-
Soulo is chsrgod to do sway with tho suspicion of
the Spanish Government that this Government is
disposed to cncourago filIibustor descents upon tho
ialand, by presenting our past course upon such at
tempts. Mr. Msrcy alludes to the offer of Mr.
Polk to purchaso Cuba, but doubts it Mr. Soule
will find Spain willing to outer into any such ne
gotiation now. Ho says thoro is reason to believe
she is undor obligation to France and Groat Britain
to tho contrary, from the fact that these powers sent
their fleets to bo assistance iu tho Cuban disturb
ance, from tho proposition for a convention toso-
euro tho island fur all time to Spain, and to their
joint protest against the views ol Mr. Everett to M.
Sartiges, in December 1S52.

be attended with injurious consequences, ami Mr.

solute despotism, delegated by a distant power to
irresponsible agents who aro ehanged at short in
tervals und who nro tempted to improve the brief
opportunity thus afforded to accumulate fortunes by
tho basest moans .....

may in vain domsnd tho suppression of the Aliican

ihlo temptation and a source of immense profit to
needy und avaricious officials, who to ntiam their
end, scruple not to trample tho most sacred princi
ples under foot.

foreign nations ore constantly exposed, than tho
circumstances of that rise,—situated ns Spain and

But this course cannot, with duo regard lo ihoir
own dignity as an independent nation, continuo —
