New Orleans Quarantine.
The New Orleans papers bring us the procla
mation of tins Mayor of that city, establishing
quarantine demotion of tan days, from all places
within the tropics, and also from Charleston and
Savannah. The Charleston Mercury c'rrcbtly ob
serves, that tboro is something a little burlesquo in
this, and for the rest it ia so unreasonable, that ws
must suppose the leading object or the Mayor is to
bring quarantine regulations iuto odium and con
tempt. Tropical regions aro not necessarily more
sickly than others. Tho object of Quarantine ia
to keep out contagious diseases. Its enforcement
is only justified by proof that auch disease prevails.
Wo have seen no ‘evidence that tho tropical
world .was suffering generally under any dangerous
malady. In Let, Now Orleans itsell aoama at pro*
sent to be chief sufferer from cpidemio diseases.
It has Jess to fear from abroad than all the real has
to fear Irom lie contact.
But the Mayor or New Orleans crowns his ab
surdities by placing under interdict Charleston and
Savannah—cities which thus far have been entirely
exempt Irom epidemic disease, and have enjoyed
a full degree ol general health. We cannot but.
repeat our conviction that he fa trying to bring
Quarantine into contempt by loading it with such
oppressive restriction. It was lor a similar reason;
wo presume, that the auihorities of Havana have
imposed a Quarantine of fourteen days upon ves*
•ala from Ntw Orleans.
Later from Havana ami Key West.
- By the arrival ofiho Isabel, we are in receipt of
later intelligence from Havana and Key West.
The health «>l Havana had improved. Tho yel
low U-vcr had almost entirely disappeared, tod
there were no cases of amall pox in the city, and
but a few oulsido the walla.
A rumor was circulating in tho Island to the
effect, ihat tW Creoles, out of disappointment ut
the failure of tholr plans to throw off iho Spanish
yoke, have determined to enter into negotiations
with iho anti-slavery party in Great Britain and
tho Un-tod Siitii-a, and pledge themselves to eman
cipate the negroes, upon itfo independence ol Cuba
being assured in return. From the freedom with
which this was spoken of in almost every circlo, a
leitor writer saya;''it would appea'r as though some
auch plan had been agreed upon*," and yel we are
disposed to b-.-lievb, with Sir Charles Coldstream,
that “ihoro's nothing in it." ,]t is merely a Cuban
rumor—nothing muro.
There was another rumor afloat, that Captain
General Concha had been recalled.

According to the eorrcApondeot of the Herald,

First. That the Kanass-Nebraska act shall be
repealed, the Fugitive Slavo.iaw annulled, the
power uf C.-ngrcti over slavery io iho Disiriet of
Culumhia conceded, und the further admission of

Third. The conititut|pn,and tho laws enacted
under it—the rights of all being defended and pro

o! thu Temtoriea seeking admiuiau •• States,
■hall be that the State uuneiitulion shall bo repub
lican in italurm of government.
The first section embraces all tho factionista of
’ Now England and tho North West, headed by the
notorious abolitionist, Wilson, of Massachusetts.
As intlmalod in a previous letter, the preliminaries
lor a general abolition caucus have all been ad
justed and arranged, and their ultimatum Is boldly
to be enunciated and demanded. This isotion h*s
pot tho entire sympathy of all the New England
States. Couneclicu, Rhode Island, and Vi-nnoot
interpose, to some extent at least, the national
standard as a barrier, aud will be alowto recognise
the fanatieal ultimatum.
'I ho ioeond embraces tho extromista or the
South, who, though few in number here, are nav-
enhuio.-s urgent in their exactions.
The third constitutes tho greet body of tho na
tional conservatives, nn'd are tho legitimate repre
sentatives of thu principles and duciriuo* of tha
great American tratermty.
As previously intimated, no affinities exist,
whatever, be.ween the lirsr and the Athrr two sec
tions. Whilst tho two Utter (may readily coal
esce and stund on the same national platform, the
first must, lr»ni the very necessity ol the case, be
cut adrift, and its connections effectually severed
from liio national body. That it will bu eventuate
will nut be controverted here, and the sooner it

body polite, is tho current sad popular sentiment
in the Convention.
