pleasure to meet the State of Florida on the leriue

fully suggest that the General Assembly adopt
such measures as will enable the negotiation to he
entered upon for the settlement of this lung stand
ing controversy. The tuauuer of conducting it,
whether by the Executive or by a special commis
sioner clothed with the requisite power, will be

The Resolution of Um last Legislature, approved
February 15th, ISM, recommending to the Con
gress of the United {states the establishment oi a
Naval Depot at Uie city of lirunswica, was for
warded to our bcuators and Representatives.
They brought the subject before Congress and
elicited a report from Uie Secretary of Uie Navy,
highly favorable to the ultimate success of Uie en
terprise. When it is considered that llrunswick
offers the best harbor lor shipping south of thu
Chesapeake, that it is a point at which ail Uie ma
terial for ship bunding and repairing can be ob
tained, on the most favorable terms, that there is
no Navy Vard between Norfolk and l'entucula, a
length of coast of nearly ffuuu uules, that it is cap
able of being made a strong point for military de
fence to the Southern Atlantic coast, and that it is
Uie natural outlet to that ocean, lor the extensive
travel aud trade ol the vast countiy stretching
along the Gulf ui Mexico, the oigect contemplated
by the resolution, is utie ol deep concern to the
cute of Georgia. U should be urged by all pro
per mean* auu influences.

Legislatures of various Stales which have been
forwarded to this Department. They generally
concern, either directly or indirectly, our f ederal
Relations; aud some of them are ol a character
which reuders it u^ubtful, whether a proper self-
respect should Hot have dictated Aeirsileut return
to die source whence they emanated, but it is
dsctued best to err on the side ot courtesy, and
viewed in connection with the present political
coudiuuaof our country, they suggest matter of
the giavcst import for y..ur cohsideraUou.
Li 1350. Uie people ol Georgia, icspouding to a
Proclamation of their Chief Magistrate, met in
Convention, (or Uie purpose "ol determining the
course which the Stale would pui.-ue, in reference
to a series of Acts passed by the Congress of the
United States, known us the-Cumpiomlse mea
sures." All those measures, "directly or indi
rectly affected the institute n of slavery," but
were designed to form a connected "scheme for
pacific XdjusUneut." While Georgia found in it
*’ matter for objection and matter lor appruvul,"
•tdl, lu a spirit of devotion to the Uiuuii, she
calmly considered iu Sovereign Convention, whe
ther, "tOHOiUclil with hi r huHuf," the could
" abide by the general scheme of pacification,"
and whether her inUruU lay "in adherence to it,
or tu resistance." The result was, that whilst
•he did not :• wholly approve," yet she would
"abide by it," as u permanent adjustment of this

She put the world upon notice, that slit- •• will and

ruption of every tie that binds her to the Union,

subject to the jurisdiction of Ccngress, incompat

suppressing the slave trade between the slave-

any Territory herealter applying, because of thu
existence of slavery therein, or any act prohibit
ing the introduction of slaves into the territories
of Utah and New Mexico, or any act repealing or
materially modifying the laws now in force lor the
recovery of fugitive slaves." It was Imped that

It was hoped that the exhibition ol such l.sinter-
ested devotion to Uie Union would provoke a cor-
du! reciprocation, on the part of the nondave-
holding Mates, and restore those fratern >1 r-Iu-
lions between the two great sections ol she Con
federacy, which prompted the magnanimous com
promises of the Constitution. Hut this hope h is
uot been realised. The agitation continues. The
Storm cloud still obscures the glories of our politi.
csl firmament, and threatens to discharge its
thunder on our heads.

In Massachusetts, Vermont and other Slates, acts i
have been pussed virtually nullifying the law. In I
some instances it has not been executed, and with
{ real difficulty in every instance where it has j
een. A slave escaped from Maryland into Penn
sylvania. His owner went to recapture him—was
butchered, and the Courts fulled to execute the
law or punish the crime. A slave escaped from
Virgiuia to the city of boston. To effect his re
covery, the President had to order Uie unuy ami
navy to protect th« marshal, at an expense of
more than f 100,Wo. fiuch are specimens of tlio
nianuer In which the Fugitive Slave Law is en
forced, although Uie Georgia Convention declared
that the Union depeuds upon iu faithful execu
tion. A case for resistance, however, is not made,
until it shall be repealed or materially modified by
Congress. Therefore, if no redress sau be hud,
consistently with the Constitution, in the adoption
of retaliatory measures, let us, “ in patience pos
sess our souls," trusting that Uie patriotism of (lie
North may yet be rallied to thu rescue.
