Origin or Foolscap Paper.—It is well known
that Charles 11, of England, granted numerous
monopolies lor tho support of hi* government —
Among others was the privilege of manufacturing
paper. The water-mark ol tho lineal was tho royal

cle was grout at this lime, and large fortunes wore
mude by thuso who hud purchased oxcltisivo rigid

sot aside by thu Parliament that brought Charles
lo tho scufli.ld ; and by way of showing their con
tempt lor tho king, they ordered the royal arms to
be taken from the paper, and a fool, with his cap
and bulls, to he substituted. I' is now moro than
