Assembly of our Stats In n working and induatri-

tured and brought forward at so early a period al
the present. The time heretofore spent in making
new acquaintances, lounging about, and attending
celebrations and feslive ooosaions, scorns to have
been more profitably employed in deliberation
over the public wants and an onergotio application
ol the members to tho host menus by which they
are to he met. Considering the compcailion of iho
legislature, that a largo majority of both housoa
are now men and unaccustomed to tho buainoan of
legislation, tho fact sponks loudly to ihoir credit —
Perhaps, however, this feature, instead of itiilila*
ting agaiuat, has contributed to, tho result wo havo
specified, as (boy aro now candidates for public
couhdeiico, and have no bad habits to unlearn.
We havo atoo observed that ail unusual number
of bills of a genarsl nature, contemplating some
valuable reforms, or striking at the root of some
evil grown up upon ihu body politic, have been
presented. Of theao wo may enumcrato a few:

Railroad (a inenauro clearly demanded by tho pop
ular will) have been introduced, in the House by
Mr. Thornton of Muscogee, and iu tho Sonato by

Too Bill presented in tho House hy Mr. Jones
of Muscogee, to prevent the fraudulent voting ol
foreigners, is a salutary measure, ami no man who
is friendly to the purity ol the billot box should
rulu-<c il his suppoit. The evil ol illegal Voting by
sumo of that class, under unworthy inducements
offered them by demagogues, (w ho are niosily to
lie blamed in tiiu mailer,) is u great and growing
grievance, nnd in our larger cities lias become in
tolerable. The meagre sketch oi our Reporter
doe# not present cleariy the details ot the bill, hut
illu true policy is to allow none lo Vote who are
unable, upon being challenged, to produco a certi
ficate of natuiulizatioii duly authenticated. Buclt
a requirement would work injustice to no one,
while it would put u quietus to many of the frauds
that arc pructiscd ot every election. An entiro
suppression of fraud is impossible, as (ho papers
themselves may be spurious, or issued to other per
sons, as has in numerous instances .proved to bo
the case.
There ore other measures to which wo will ad
vert at our convenience.

The New Telegraph Company.
The Now York Ilernld of Saturday contains
some particulars conC'Tning the new Tclegruph
Company about to bo established in that city. It
is to be comported ol somu of ilm beat business
men in the country, possessed of unlimited capi
tal, and tho system to be put in operutton is on a
scale hitherto unparalleled, and to rainily lo every
portion ol tho States. Negotiations aro already
nearly completed for a lease of all the lines be
tween New York and Nova Scotia, and by tho
Spring they hope to extend tlioir operations to tho
South and West.
A new and important fcaturn in tho plans of tho
new company is the abandonment of tho instru
ments hitherto used tor telegraphic purposes, und
tho substitution of the Electro-Magnetic Printing
Telegraph recently invented by Mr. David Hughes,
of Kentucky. This wonderful invention marks an
era in the scientific world, and liko most great in
ventions of modern times, tho world is indcblod
for it to American genius. The description of this
instrument by the Herald ia so full of interest that
we givo it entire. It says:
"It u ill print, as we are told, from threo to five
hundred luttors, or from filty to (.no hundred
word*, m n minute, without ihe possibility ol error.
It will send two messages simultaneously, in op
posite directions, over tho same wire. It werks
with tho most perfect secrusy—that is, it will sund
* conimiinicntion from the point of dep mure di
rect to ita destinn'.ion, without the posaitnlity of
‘any way office on iho route receiving n copy, ox-
canting at iho will of the sender. This is h feat;
which no other inairumeni now in use can perform;

rent to every individual who is at nil conversant
with telegraphic mutters. Ii is very simple m ns
operation- Any person who knows a letter of the
alphabet when he sees it cun write ns correctly
with this instrument as the most experienced oper
ator; all that is requisite lo insure absolute correct
ness being that the copy sh.ill in the first inHtutice l.u
written plainly and correctly. Tho machine veri
fies Itscll—that is, at eucli revolution the operator
can tell, by means ot an unorrinu test in his instru
ment, whether it is in unison or not wiili the in
