I scholar every indifferent prattler of a foreign

not. in our opinion, a criterion of scholarship. It
it true that Charles V. said *•' that be considered
the ability to converse in a new language equal to
the acquisition of a new sense’’: but wbat can be
the use of that new sense, unless he who is endow-
ed with it is intimately acquainted with the philoso

nut until then, a language becomes, to him who

a very "charm to conjure with.”

Oar distant readers ore, no doubt, surfeit
ed with the 8avanaah city election, aad have won
dered that our papers have devoted so much of their
space, for some days past, to a single subject, and
that of a strictly local character. This is an erro
neous view of the case. The fact is, that in sub
stantial, intrinsic importance to the parties con
cerned, the election of a Governor, or a member of J lhe exc i„ f j Te ^ght 0 f navigation within the limits
Congress, is comparatively of trifling moment.—
This is evident when we contemplate the facts that
the good government and social order of twenty-
five thonsond people, tbe expenditure of over half
a million of dollars annually', raised directly from !
tfte pockets of that people, the efficient protection
of a vast commerce, domestic and foreign, the dis
tribution of a patronage greater in amount than is
wielded by any other individual or body in the ;
State, the intimate relations between our eity gov- ^
erumen! and heavy interests outside of our rorpo- >
rate limits, and extending to many portions of tbe
commonwealth—when it is recollected that mat
ters of such moment *re involved in oar charter
ductioas, it will readily bo seen that the tompora- >
ry interest and excitement attending them are not '
a mere local phrensy, without foundation or object
—" sound and fury signifying nothing.”
We know, however, that our friends abroad do :
not fully symputhisu with us in these contests, and |
wa are gratified, for their sake* if for no other reo- j
son, that the battle is over, and that we shall be en
abled in future to devote our column* to matters of
greater variety and more general interest.

PHtLAPKLTHia MaiL KoiaEBT.—The Evening
Bulletiu of Friday contradicts the disdotch sent to
j th* New York papers alleging an extensive robbery
I in th« Post Office at Philadelphia. It says :
“ The letter* were mailed at New York for Phil-
I ailelphio. The registered letter bill of Nov. 20th
was enclosed in a sepstrotc euvclopu as usual nnd
addressed to Philadelphia ; but owing to tlio carc-
! I>v-ins** of the New York clerks, it was sent to
Newark and not to Philadelphia, and waa forward-

The package containing the registered letters do.
