tTESiIP, GEORGIA, MAY iO 1877.
Old Tunis Campbell bag turned up
in Washington where, on Tueednv, ho
let looso tho vials of his \yratli nain~t
the people of Georgia to Mr. Haves,
who was very “sympathetic.” On the
same day the Star says one visitor, an
apparently intelligent man, wanted
Hayes to prepare a message to be sent
to C'ongres*, when it convene", prohib
iting til • running of steam cars in any
State of the Union on Sunday. An
other suggested that lie should prohibit
the sale of American securities abroad
and that hereafter all public loans be
negotiated nrul placed at home. All ol
which proves that the damphoid family
is not dying out in this countty.
Secretary Evart* is to notify the
Mexican Government, if auch an insti
tution can bo found, that if it can’t
mako its cattle thieves on the Rio
Grande stay on their own side of the
river and behave themselvc", tho Unit
ed States Authorities will undertake
the job themselves. For years past
those thieecs have been constantly en
gaged in plundering the Texans on the
border Cortina, one of tln-ir leaders,
having realized a large fortune from
this cattle-stealing business while no
doubt many others of them have grown
rich at it; and so far from putting a
stop to the thing, the Government by
the fccblctie-s and incfliciei.ry of the
agencies employed, has seemed rather
to encourage it. Suoh outrages should
not be tolerated a day lotger. The
gfciDy rascals aught to ho chased into
the ebappor I beyond the Ilio Gn title,
and when caught tliry should bo hung
to the nearest tree without benefit of
tiial or clergy. And then, if Mexico
shouldn't like it, let her be ri spec fully
r< quested to say what she is goiug to
do about it A government that cun’t
protect its hordir against the operations
of a horde if cattle-thieves ought to
s> ll out to sell out to soon body that
can.

Ohio, lowa, Kansas and Nebraska
are the States fratti which Elaine ex
pects to get his backing. It is said
that the Ohio and lowa Republicans
will pass resolutions at their State
Conventions this summer denouncing
Hayes’ Poulbern policy Ah lo Blaine's
view* (lie Washington corre-pomUnt of
tho Chicago Times says:
‘Blaine i* very guarded in hi* con
ver>aii ,i n, but he mnkcH no secret of
hin disapproval of tbo President's poli
cy. Hu docs not hesitate to say that
he regards the abandon, merit of the
Southern Republicans us insuring tlie
temporary overthrow of tho Hepubliean
party in national politics. There will
he no recruits from the Southern l)cni
ocrats. With n solid South, tho suc
cess of the Democratic parly in in 1880
is inevitable, lie dee* lot propose to
hu held responsible f. r tl is political
disfavor, but whether ho will hold
llnyes responsible for it and make
open and uncompromising war upon
Ids odminisiraion is a question lie
avoids answering, lie believes that
there will boa grcut reaction in Nor
thern sentiment, but intimates that it
will come too late to save the Republi
can party from defeat in 1880. That
Northern ideas is certain to control the
country eventually, lie does not doubt;
nnd four years Democratic rnlo, with
Southern Statesmanship) domiuinatiiig,
will only accelerate tho progress of
Northern ideas. The negro for tho
present will cease to lie an impartial
factor in Southern politics, lie will
simply give hi* old musters additioial
representation in Congress, and if ho
votes at all, it will be at the dictation ol
hi* etnployets. Tho only Southern
State that will grow in population and
wealth during tho next ileeudo will bt
Texas. In 1880 every Southern State
will have fallen ell’ sufficiently to de
crease her representation. The first
issue will come on this proposition.
The South will resist tho reduction.
There may be a dispute as to the ac
curacy of I lie census. They will claim
that the Northern Republicans want to
disfranchise the negro because they
have lost control of him, and Northern
men will insist that puwor shall belong
to that section which grows by the en
terprise an energy tF its popu'uttou ”
