Wo believe that this work can be
done for about 36 cents per' lineal
foot, which would not be very expen
sive to each property owner. It is pos-
slble that some objections will be
made In thts matter, but no objections
should bo made as the In
crease In value of Albany realty af
ter paving Is done would largely over
pay this expenditure.
The sanitary department bas out
grown Its present force. It Is abso
lutely Impossble tn do the necessary
sanitary work lor the city and keep
the alleys and streets In any reasona-

Is In splendid condition.
We recommend the purchase of one
thousand {oat of hose.
We further reoomtnend that the-city
Install' the Gamewell Fire- Alarm sys
tem. We are totonned that thlB sys
tem can be- Installed at a cost of
13,600, and'by the installation of same
a saving of 91,800 a year,on mercan
tile risks would be- saved, and iw ad
dition would give greater protection
to other property, or account of en
abling the department to locate fires,
the department being now wholly de
pendent upon tbe telephone which has
proven very unsatisfactory.
We hereto attach the report of the
chief which shows in detail tbe oper
ations of said department.
Wo do not feel that we can close this
report wthout congratualHng the city
upon the efficiency of the departmenk
which Is largely due to the Interest
and care of the chief.

additional carts and two extra mules
be purchased for Immediate service In

The cost of running the street
sprinkler as per the report of Super
intendent T. E. James, was $258.75 for
the pnst year. This is considerably
less than tbe city paid when let out
by contract. On account of the large
Increase In the business district - of
Albany, wo recommend that the 'olty
mirclmse another sprinkler. If the
Council does not see fit to purchase
another sprinkler, we recommend that
your committee be Instructed which
streets to sprinkle as It Is Impossible
to keep the duBt down In all the bus
iness districts of Albany with only one
sprinkler.
In Ihe coming year It will be neces
sary to establish grade lines all over
ho city and to extend the water
-mains considerable distance In the:
westorn and northorn portion of the
city. WS, therefore, recommend that'
the city employ n competent otvil en
gineer, who can superintend the above
mentioned work, and at the same time
ho could take such steps as would put

hammer, one trowel, four grass blades,
one hatchet, three lantorns, two saws,
live buckets, one spirit level, two
axes,. 150 feet roue, one sledge ham
mer; lot of sewer piping, ono wheel
scrape, two ono-lu'rse mowers, one
hand mowevr, one blade sharpener,
one crow bar.
I call your nttenVIon to the bad con
dition of the city lot. There being no
protection or cover for the stock dur
ing the bad weather, it is Impossible
to keep It In anything like a sanitary
condition.

The recent fire at the A. C. L. depot
clearly demonstrated the fnot that
your city hasn't sufficient hoso to
ineot such emergencies.

Cemetery beg leave to make the fol
lowing report:
The cemetery is In very good con
dition, but the beauty of same could
be greatly Improved by work of a
permanent nature being done upon the
driveways. We think that this could he
done at a smell cost.
We think-it would he a good plan
for Ihe city to repair and keep In
repnir at Its expense, the brlclt
walls around the different lots and
further to pursue the policy In the fu
ture of appropriating the funds receiv
ed from the sale of lots to the erec
tion of a brick wall around said lots.
We hereto attach the sexton’s an
nual report as a part of this report.
We commend the sexton for the at
tention devoted tn the care of the
cemetery.

In presenting this, address, I give a
statement, not only of the present
financial condition, but also an esti
mate of the receipts and disburse,
ments which we may expect during
the present year, and although I have
taken the past year as a basis, still,
you will notice some increase In taxes
Is due, In a measure, to the annexing
of considerable territory! nnd, yet, we
congratulate ourselves that a great
deal of this Is from the general ; m .
provement and development of the
city.
Albany Is no longer a- village, or
town. She is a 11* e, active city, ani
as such, we must set our stakes to
work.
Your total bonded indebtedness Is
$133,500, and there Is also $12,500 of
school bonds which has been validat
ed, but not sol* There. Is $'6,500 to
your credit of “Bond Account" In
bank, and from this amount, about
$3,500 will be paid, which will leave
a balance of $3,000.

total will amount to about $27,000.
The $41,000 deducted Is the average
per cent, of uncollected taxes Which
ire seldom, If ever, collected during
the year they are one. There also ap
pears a charge of $750 in Interest to
be paid January 1, (906. This amount
has already been forwarded and is
Included In your 1905 statement, but
■as the same programme will be car
ried out this year, the charge will ye*
main against the business of 1908.
