been heard In years.
In ’ a nutshell, the representations
In the paper are simply to the effect
that should the sudden exigencies of
war demand that United States troops
be placed on foreign shores, or even
convoyed to our Insular possessions,
It would be found absolutely Impossi
ble to meet the emergency, There
would not be available, even under
the most favorable conditions to be
conceived, transports of sufficient
number and tonnage to move what at
present constitutes our smnll stand
ing army.
Referring to the movement of troops
rom Tampa to Santiago during the
war with Spain, th» report says:
"The official records afford ample
evidence that the safe nrrlval was
duo to the good fortune of continued
fine weather. A severe storm en
countered would have scattered the
fleet probably with great loss of ltle,
and would have defeated the object of
the expedition. There Is nothing ex
cept the successful arrival to justify
Its departure. Sanitary arrangements
were crude and Insufficient. Of ven
tilation, there waB practically none.
"These statements apply In full
force only to the Bhlps fitted out dor
the Cuban expedition. This fleet of
ships could not have embarked under
reasonable over-Bea transport condi
tions a force of moro than 8,000 or
10,000 men, ttnd when so embarked
the expedition could have been dls-
pntched on a long voynge only at
groat Jeopardy of the welfare of the
men and of the success of the enter
prise. It had already been shown that
this fleet was practically all that
could be secured In Atlantic waters,
except by Impressment of American
or purchase of foreign ships.”
It Is stated in the report that the
American merchant marine must be
Inoreased to two and one-halt times
its present tonnage before present/
conditions can improve, and congress
Is strongly urged to consider the need
of such subsidy provisions ns may be
doomed wlso.
Certainly the case made out by the
General Staff Is a serious one, and
those who are opposed to any sort of
ship subsidy, on general principles,
will do .well to trot out their schemes
to meet the burning emergency of
the hour.
