Most people In this country have
been under the impression for a long
time past, and more especially since
the application by Uncle Sam, a la
Roosevelt, of the new Monroe doctrine
to the affairs of Santo Domlhgo, that
the dusky Dominicans ’ liked us
pretty well, that our presence In the
Island was entirely welcome and thit
the Roosevelt "big stick" was regard
ed os something so soft and delicate
us to be closely akin to Bponge cake.
But a correspondent of the New York
Herald tolls a story that shows the
situation there to bo ontlrely different
from what most people In this country
had Imagined. He was told by the
Governor of Puerto Plata, Senor Ri
cardo Llmardo, that the conditions
which resulted In tho recent revolu
tion were brought about by the hutred
of tho Dominicans for this country.
According to the Herald’s corre
spondent, Governor Mmardo expressed
the opinion that "the flight of Morales
from the capital and tho revolution
and loss of many llvei wore due di
rectly to the reports of a landing of
United Stales marines.” Ho then
went on to say that “the citizens as
sumed that a demonstration by the
marines was Intended to sustain Mor
ales and frighten hlB political oppo
nents Into submission.” Having tbui
given the vlows of Governor Llmardo
concerning the feeling, the Herald’s
correspondent tellB of events occur
ring later as follows:
"Popular feeling ran high against
Morales’ American allies. Young men
of Santo Domingo formed a band, vow
ing to kill Morales If the marines
came aBhore. Denials by the Ameri
can authorities of any intent to help
Morales were not generally credited.
President Morales hod previously dis
cussed ills resignation, as he had been
shorn or power arid was surrounded
by enemies. Such oxcltement followed
the marine Incident In the capital that
he decided to flee and form a new
cabinet at Monte Crlstl, where he had
arranged for the governor ta Issue a
proclamation In his favor."
