The following from the Macon Tele
graph tells a story which might be
applied to Albany and perhaps to
nearly every town or city In Georgia:
"1 am disgusted with the attempts
to arrest negroes, men or women, for
loitering," said Chief Conner last
night, "for they will get some respect*
able white person to come up and tes
tify that they do washing or are seen
sitting on a delivery cart."
That he was emphatic was shown
by the expression of his face as he'
gave utteraneo to the above. Con

“My men and myself have done our
best to break up loitering, and night
after night we have mado notes of
those who were habitues of pool
rooms or some other low dives. The
officer making the arrest testifies to
the fact and some reputable white
person who has been hoodwinked
