New Orleans^ April 7.—Liverpool’s
decided show of strength came as a
distinct shock to the scalping element
who sold Bo freely yesterday after
noon, and their mad rush to cover on
our opening testified eloquently to the
fact that they do not feel at all se
cure In taking the hear side—even for
a short turn. The bull leader was
reported a heavy buyer In Liverpool,
but the advance to 614 for spots, and
little to be had at that, does not show
manipulative tactics. English mer
chants nnd spinners feel thatMcondl-
tlons are too prosperous to take any
chance whatever on their commit
ments, nnd the world—that Is, the
cotton world—Is roady to admit that
every bale will bo needed on this crop,
and a new one of 12,600,000 to supply
the actual needs of the world. The
active trading Is now in the fall posi
tions, while at this time laBt year
they were entirely neglected.. For,
with the advent of more bad weather
nnd n further display of the present
strength of spots, Interest In the mar
ket would assume more the nature of
an investment than specualtlon. In
nny event It seems reasonable to as
sume that either sentimental or man
ipulative declines would afford excel
lent chances for protflablo purchases.

teo City nnd County Public School

received at the office of the County
Commissioners, up to noon of the 10th
day of April, 1906, for the purchase of
City Bonds amounting to $12 500.00
and County Bonds amounting to $12,
600.00, to be Issued for the erection
and equipment of a free High School
In the City of Albany, Georgia, and
County of Dougherty, for white chil
dren In said City and County, the Is
sue of said bonds having been respec
tively authorized by elections held In
said City and County on the 30th day
of May, 1905, nnd both validated by
the Superior Court of said County, on
the 14th day of June, 1905.
There will be Thirteen (13) City
Bonds and Thirteen (13) County
Bonds, all payable, both principal and
Interest, nt the National Bank of Com
merce, New York City, In gold coin
of the United States, of the present
standard of weight and fineness, and
oach Issue numbered from One (I) to
Thirteen (13) Inclusive, No. 1 being
for $500.00, and the remainder for
$1,000.00 each. Each number of each
Issue payable as follows;
No. 1, one year from date; No. 2,
two years from date; and so on, up
to No. 13, which will be payable thir
teen (13) years from date, at which
time both issues shall be fully paid oft,
both principal and Interest Each Is
sue bearing Interest, from the date of
their Issue, at the rate of 6 per cent
per annum, payable semi-annually.
