Dear Herald:
During a life of GO-odd years I have
lived In several cltlos and towns, and
being, an obBervant person, have long
ago discovered that In every commun
ity there exists a favored class that
demand and obtain almost any favor,
while on the other hand there are
these who can get nothing.
I have In mind In this city three or
four young men who have purchased a
lot on which to build themselves a
home, on one of the yet unopened
streets, and since 1 January have plead
with the city fathers to establish the
street lines so' that they can locate
their buildings—and all to no purpose.
Again, they have had promise after
promise from these same city fathers
to lay water out to their vicinity to
enable them to construct their build
ings, and notwithstanding almost one-
half of the year has .passed away,,
those promises are'yet unkept.
Again, on a Vacant ilot^ In the heart
of the residence section stands an old
abandoned cistern, reeking with slime
and from which clouds of mosquitoes
swarm. The mayor and every mem
ber, of the city counoil have been ap
pealed to personally for an abatement
of the nuisance, and all.to ito purpose.
