Senator Morgan Warns Con
gress Against Abolishing
Jury Trials.
Washington, May 7.—In his speech
on the railroad rate question Senator
Morgan, of Alabama, said:
‘This senate will rue the day when
It abolishes trial by jury in the adju
dication of the reasonableness of rates
of transportation by common carriers,
which everybody admits are unlawful
if they are not reasonable.
“The railroad magnates who abuse
the corporate powers granted-them by
the people of the states, In imposing
burdens upon them that are too griev
ous to be borne, could not ask a safer
retreat from the demands of justice or
one that Is more coveted by them, than
this menstire furnishes them In dis
carding and abolishing all right of the
people to bring them to Justice before
honest juries.
“Reserve to the people the full right
of jury trials and they will not for
long, suffer injustice from those who
have seized upon their railroads and
their charter powers and are using
them for their wrong and oppression.
“The power to review, control, or
controvert proceedings by mandamus
or by injunction, so thoroughly dis
cussed” in this debate, is not given by
this bill to state courts, whose powers
are so burled under this avalanche of
legal lore urged In favor of It that no
regard Is paid to them. They are In
dustriously ignored In the debate and
will never be heard of In future, be
cause no right Is left to any state to
protect Its own citizens against any
Injustice n national railroad commis
sion may Inflict upon them. •
“As to the state railroad commis
sions, they will be left In bucolic re
pose, to wonder at the magic that has
given a paralytic stroke to all their
Important official functions.”

The National Health and Accident
Association of Georgia, whose home
office Is in this <jlty, has taken over
the entire health and accident busi
ness of the Cotton States Insurance
Co., of ThomasvIUe.
In the past the ThomasvIUe com
pany has written life, health and ac
cident business. In future It will de
vote Itself exclusively to life Insur
ance.
The National Health and Accident
Association of Georgia assumes liabil
ity under the live policies of the
Thomasvllle company, and notice has
been given each policy holder of the
latter concern that the policies now
In force n,re to be retained until fur
ther notice Is received from the of
fice of the National Health and Acci
dent Association. Premiums are to
be paid to the same agents who have
been authorized to receive them in
the past.
The National Health and Accident
Association of Georgia has been in
business only a few months, but has
been remarkably successful. It has
the entire confidence of the public,
the men at its head possessing both
ability and Integrity that are unques
tioned.
In the circular letter issued by the
Cotton States Insurance Co., through
its president, Mr. W. C. Snodgrass,
the following appears:
“The National Health and Accident
Association Is organized under' the
laws of Georgia, Its policy holders se
cured by a deposit with the State
Treasurer, and its authority to do bus
iness in the state is regularly granted
by Hon. W. A. Wright, Insurance Com
missioner. Its officers are men of
such widely known business integrity
and financial strength that Its solven
cy and liberal, progressive business
methods are assured. You can in
quire of any bank in your neighbor
hood and learn how these gentlemen
stand with your neighbors and friends,
if they happen to be not personally
known to you.”
At an early date, further format an
nouncement will be made by the Na
tional Health and Accident Associa
tion of Georgia. For the present, Its
officers are busily engaged In winding
up the details of Its important ar
rangement with the Cotton States In
surance Co.

IN BAD HOLE.

Atlanta, Ga„ May J.—Living at the
rate of about $100 a month on a week
ly salary of $10 was what got W. 3.
Rogers, aged 26, a clerk for the Great
Atlantic & Pacific Tea Company, on
Whitehall street, who has been ar
rested on a charge of “knocking down”
change. In a cell at police barracks
the young man admitted his guilt
Rogers’ employers noticed that he
seemed better dressed than the other
clerks, some of whom were making
considerably more than the young
man, and their suspicions were
aroused. Marked coins and aid fur
nished by fake customers formed the
trap Into which Rogers fell.unsuspect
ingly, and was at once turned over to
the tender mercies of the law.

Fire at Arlington.

Arlington, Ga., May 7.—The resi
dence of Mr. J. J. Crawford was de
stroyed by fire early Saturday morn
ing. Little was saved, Mr. Crawford
being at home alone. He narrowly
escaped with his life. The loss is par
tially covered by insurance.
