At various times during the last fif
teen years attempts have boon mado
to secure legislation providing for the
sale of alcohol for technical and other
Industrial purposes free from the In
ternal revonue tax of $1.10 per gallon.
The recent passage of such a measure
by both houses of congress Is esti
mated to be likely to effect n revolu
tion in certnln economic conditions.
Burned In suitable lamps, alcohol Is
a better lllumlnant than kerosene, and
Its' Intense hentlng power would mnlto
It serviceable aB a fuel of the highest
order. To the farmer it woijld be In
valuable as a power generator for the
motors coming into use for baling hay,
shelling corn, sawing wood, threshing,
churning nnd driving various kinds of
farm machinery. In this connection It
Is to be noted that Its olieapness Is
combined with an absolute snfety that
cannot be guaranteed In the use of
gasoline, which, when In flame, ,be
comes a spreading menace under n
flow of wntor.
Alcohol the Best Fuel.
It has been demonstrated that alco
hol yields a greater per cent, of the
hent It develops than any other fuel,
the scientific data being: Alcohol, 33
per cent.; gasoline, 21 per cent.; pe
troleum, 18 per cent. And, wlmt marks
It out ns serviceable In tho most Iso
lated corners of the country Is the
ease with which It may bo produced
from all starch-bearing plants, such as
corn, Including the stalks; potatoes,
sweet potatoes, waste molasses from
the sugar cane and sugar beet, at a
cost not exceeding 5 cents per gallon.
Central distilleries In farming sections
would be able to dispose of quantities
of products which are at present en
tirely unprofitable, and the farmer
would benefit Immediately by an In
creased demand for what he raised;
and by an abundance and a cheap sup
ply of valuable material for light, heat
nnd power.
Not Drinkable.
The alcohol would be rendered unfit
for drinking, or “denatured," by sev
eral processes which make It poison
ous to a certain extent nnd revolting
to the stomach, without Impairing the
efficiency of the fluid as an lllumlnant
or a fuel. It must be remembered that
there are two kinds of alcohol In gen
eral use—ethyl, or grain, alcohol,
which Is now the source of Intoxicate
lng beverages, and pays $2.23 per gal
lon on the pure spirit, and wood alco
hol, which Is untaxed, but whose pro
duction Is expensive enough to ellm
lnate It ns a competitor of grain'alco
hol were the latter free-from tax. It
has been pointed out that wood alcohol
when handled In the arts will cause
blindness. A free grain alcohol would
put a stop to this menace to public
health.
For Motor Vehicles.
Passing over to the traction possi
bilities that would result from the use
of grain alcohol as a fuel, It may be
stated that the present problem of
non-derangeable motors for vehicles
would be solved by the substitution of
alcohol for gnsollno. In Europe, where
a tax on denatured alcohol Is practi
cally unknown, the Introduction of mo
tor vehicles has kept pace with tho
rapid advance of mechanical skill
Tho German army has had built for
service automobiles and field wagons
which are run by alcohol. Passing
through Austrian estates, one finds al
cohol locomotives and farm engines of
most efficient type, nnd. In fact, the
use of gasoline or petroleum Is raro In
France, Great Britain, Italy, Germany,
Austria and other European countries,
where tho government has met the
crying need of a cheap sourco of power
and light by throwing open freely to
tho people the production of grain al
cohol.
America’s Great Field.
In the United States the predomi
nance of agricultural Interests In the
creation of wealth placea tho nation In
a favorable position for developing to
tho utmost the utilization of grain al
cohol. Corn stalks alone, which are
now wasted, Would yield ten billion
gallons of alcohol for the hundred mil
lion of neros of Indian corn grown.
The poorer varieties of potatoes would
serve excellently for the purpose, four
acres being capable of a ylold of 1,000
gallons, and districts poorly supplied
with water would at once turn to ac
count Its non-marketable starch-plants.
Innumerable Industries would bo
made Independent of coal, especially
where the Inconvenience of a distant
market and high freight rates make
production costly under present con
ditions. Manufactories of a smaller
type would offer employment In the
heart of the great grain districts, and
the Industrial activity of the nation
would be scattered over an Immense
area that would relievo the conges
tion of eastern cities. Tho speedy per
fection of alcohol-burning boilers
would In tills way eliminate economlo
problems of groat magnitude. It
would nlso abate the smoke nuisance
trnt lias become a live quostlon In ev
ery city whore Industry Is carried on.
