St Petersburg, June 20.—M. Vin-
aver, a member of the lower House,
yesterday received the following dlB-
patch from M. Jacobson, a member
of the commission sent to Bialystok
by the lower house of Parliament to
Investigate the Jewish massacre
there:
"Order was restored yesterday.
Seventy-eight Jews and six Christians
have been burled. The majority of
the dead were killed with bayonets
or rifle bullets. The total of the
dead has not yet been established.
A Cossack yesterday killed a passing
Jew.
"The City Council has unanimously
declared that the massacre was not
the result of race hatred, but was due
to provocation, and the troops and
police participated in the outrages.
“The reports that Jews and revo
lutionists attacked the Inhabitants are
false.”
Seven St. Petersburg newspapers,
besides the Gulos, were confiscated
yesterday, two for their vigorous com
ments on the attitude of the authori
ties at Bialystok and the others for
long descriptive stories of the out
rages from correspondents.

tremely favorable this morning and
was of a more pronounced bullish ten
or. The large steadily maintained pur
chases by Bplnners was repeated In
today's transactions of 12,000 bales,
and news from Manchester all Indi
cates the excellent condition of the
trade there. Options throughout the
session were exceedingly steady and
eloBed with the bare loss of 1 point.
The long protracted drought in Tex
as naturally holds in check any well
defined bear movement that would
doubtless be in order were the distri
bution of moisture over the belt more
equalized, for light rains have fallen
In Georgia, Alabama and also In Ten
nessee, and, while, they * are neither
unnecessary nor excessive In these
states, they would prove far more ben
eficial to the dried up fields of Texas.

trade enthralled at the expense of
