The House of Representatives shall be composed of mcm- I bers from all the Counties which now arc or hereafter may he included within this Stale, according to their respective numbers of free white persui’s, aud including three-fifths of all the people of color—to be ascertained iry an actual ettu , met ation to be made from time to time, at intervals of seven ' years, as now by law provided. Each county shall he enti tled to one member.
