Tiic roimtry is gelling into an alarming condition.
We scarcely open a newspaper that does not contain
an account of some fresh outiage upon the personal
security of the citizen; scarcely a collection of people
upon any occasion, that some person is not shot or
stabbed. Why is this? To our mind the question j
admits of an easy answer. The time has been, and

great and only valuable object of its formation; the
protection of the citizens.
We propose to consider some of the causes of this j
state of things. In the first place, officers are not as
vigilant as they were formerly. Then, when a war
rant was placed in the hands of an officer, he arrested

i pose their claims. He mentions one of a very great
jury upon ativ person of whom he may not happen to A'ho, fui hating roasted an ox whole, and dis-
- ' tributed a hogshead upon king Charles’s birth day,
desired to he provided for as his majesty in his great
be afraid; and the peaceable man is taught, that since
ihe law affords him no protection, he must protect
himself.
' A Ju dge of the Superior Court, would consider a
line of t.vnty-five or thirty dollars, a very light fine
for what he might choose to consider a contempt of
Court, ami would not think a little imprisonment at
si! amiss; but the same fine without any imprisonment
would-be considered a very heavy punishment, for oi
who bad w mtonly beaten a citizen of the countn
pn.ois: intent is very liberally visited upon those who
will not suppliantly how to the arbitrary exactions of
power; but ii must fill lightly upon him who invades
the persona! security of the citizen. It is not wonderful
that under this state of things, stabbing and shooting
should be matters of frequent occurrence. A bully
meets a man at whom be has chosen to take some of
fence, and gives him a severe beating; lie is indicted,
tried ami convicted, and fined five or ten dollars.

been injured, feeling tint the laws afford him no pro
tection, concludes he must protect himself; he does
not know when lie may be beaten again, and arms!
himself for protection. His adversary incensed at his |
presumption, determines to inflict a more severe pun- i
islimeni, and prepares himself accordingly. The first 1
time he meets the object of his persecution, he makes
some demonstration of an attack upon which the other
probably lays his hand upon his weapon, whereupon !
the original agressor shoots him down, and it is made
out a case of self-defence in the man who has all alon g
through, manifested, not only a tidal disregard for the
safety of his victim, but a determination to trample
upon him, even to the taking oF his life. But this is
not all—others seeing that the laws oftiie country af
ford no protection to persona! security, almost every
one who has much to do with men, feels that it is ne
cessary that he should be armed, and the consequence
is, that the slightest difficulties often end in the de
struction of life.
All this admits ol a very simple and very certain
remedy. Let the judges of the Superior Courts in
flict such penalties upon those who invade the personal
security of the ciliz -n, as shall teach the lawless and
violent, a due respect for the rights of others; if the
offender is rich, let him be fined five hundred dollars,
or a thousand, or ten thousand, if necessary; if he is ;
not able to pay a fine, let him lie imprisoned a sufii- |
cient length of time to bring him to bis senses; a few
sentences of six months, would make those men, who j
profess to have ungovernable tempers, as meek ns j

protection, and would cease to wear arms. Those '
who arc not peaceable would be afraid to carry arms, i
lest they might bring them into trouble. It would ;
very soon become disgraceful for a man to carry arms, j
and the use of them upon a citizen would beprima fa- :
rte evidence of a murderous intent. Public opinion I

compelled by its force, to prevent violations of the ;
peace, when in their power, and to be diligent in
bringing offenders to puui>hment, when they could

I must not omit a memorial setting forth that the
memorialist had. with great despatch, carried a letter
from a certain lord to a certain lord, wherein, as it af
terwards appeared, measures where concerted for the
restoration, and without which he verily believes that
happy revolution had nr\c. been effected; who there-,
upon humbly prays to be m ole post-master gen
eral.
A certain gentleman, who seems to write vtitii a
great deal of spirit, and uses the words gallantry and
