It shall be the duty uf the Health OITioer to issue such rules mid regulations as shall cause all vessels coming into the port of Brunswick from foreign ports. It shall be his duty, upon noti fication of the existence of cholera, yellow fever, small pox, or other epi- demies or contagious disease, in any [Kiri, to immediately issue such regu lations ns shall prevent the introduc tion of such diseases into tlio city. 3. It shall bo his duty to visit nil vessels brought to anchor at the Quar antine (.round, carefully examine the sanitary condition of each vessel, ill pect the imllasl or cargo, muster the crew, examine the hill of health and take all oilier steps that may be, in his judgment, necessary to enable him to arrive at a correct conclusion as to tlie sanitary condition of each vessel. I. It shall lie his duty to cause all vessels arriving from West Indies, Mexican, Central and South Ameri can |Kirts, having clean billsof health, hiring tlie months of May, June, Ju ly. August ami .September, to dis charge ballast at the Quarantine Sta tion, and to thoroughly disinfect each and every sucli vessel; and ha shall in no ease give a |<ermit to such ves sel to proceed to the city until twenty days have elapsed since the sailing of such vessel. 3. It shnll lie his duty to causo all ves Is arr - ir.g. in ballast ->r cargo, froi . any ")i when an epidemic, contagious or infectious disease is known to prevail, to discharge ballast or cargo at the Quarantine Station and to thoroughly disinfect each and every such vessel before giving a per mit to such vessel to proceed to the city, which permit shall not he given before the expiration of twenty days from the date of arrival. It shall be the duty of the Health Officer to attend the meetings of the Board of Health, mako a month ly mortuary report to Council, and an annual report to the Board of Health, and odviso the Board upon all mat ters |K-rtainiiig to the health of tlio city, whenever so required. 13. Tlio Health Officer shall, in consideration of the above prescribed duties, receive tlie following fcos, to bo |nid hv the vessel requiring the service, via: For boarding, inspecting, etc., ves sels lying nt the Quarantine (.round, for each visit to vessels of less than 200 tons, to 00; each visit to vessels between 200 and 400 tons, $10 00; each visit to vessels lietween 400 and 800 tons, tL5 00; and each visit to vessels over 800 tons, $20 00. For Unnllng, inspecting, etc., ves- sets lying beyond the Quarantine (■round, and at SL Simons Mills, $5 00 in addition to above charges for each visit; for boarding nnd in- s|wcting a vessel in tlie stream, $3 00 for each visit. 11. In some parts of Posen and Schleswig it is reported that whole villages aro being depopulated. Tho German trader goes all over the world and is found selling bis wan* in ail the continents and the islands of the sea, but the German Hauer and Hand, leertrr—the formers aad mechanics of the Fatherland—think first of tho free Republic of America when the migratory impulse seises them, and aro rarely turned from their purpose to become independent citisens of this selfgureming nnd prospering country. Tho force of tho new emi grating movement among tho Teuton ic people began to be felt there last year, but tho indications are that wo only got then an advance detachment of the great swarm tliat is preparing to come this season. Tho Hamburg and Bremen steamers an already bringing full loads of ■ terragt panen- gen. A late arrival landed nearly thousand at Castle Garden. Wo could wish, howover, tliat a imrtion of this coming tide oould bo diverted from its usual course nnd be turned into tho Southern States, not so much for the benofit of tho immi grants themselves as for the good of tlio South. The Germans are just tlie sort of new population which tliat section needs. Their character istics aro exactly tbueo which tho Southern people could imitate to ad vantage. They enrich the (oil they cultivate instead of wearing it out; work with never-foiling pluck and (■alienor; keep out of debt, and enter tain a profound raapect for indieidu- al rights, aad an ample toleranco for differences of opinion. They ore, be sides, sturdy friends of common schools, and of honest, efficient local government. If a million of these people could he distributed through tlie South, the sdvnntsge to that sec tion would he incalculable. Such of tlie Southern .States at have Emigra tion Humius or agencies atould mako a special effort to profit by Ibis new swarming of the prolific Gennan hive. Texas is tlie only Southern State that now contains a considerable German rural element. The influence of the Xew Braunfels Colony has been large- ly instrumental in attracting this ex cellent population. If similar colo nies were planted in the older States, like Virginia, Georgia and th* Caroli na., it would not be long before the merit of the cheap lands and mild climate of tlxse regions would bo- coma widely known in Germany, nnd would attract thousand* of in dustrious settler*.
