Saxon, with Liverpool dates to the 13th inst., ar
rived here to-day.
COMMERCIAL NEWS.
Liverpool Oetton Market. —The sales of Cotton,
for the past week, reached 57,000 bales. The mar
ket was quiet; quotations were barely maintained;
some cases ail quotations had partially declined.
Liverpool Qerural Markets.— Breadstuff* were
quiet. Wheat firm ; holders demand an advance.
London Money Market.— Cousols were quoted at
92%.

CHARLESTON NEWS.
Charleston, Dec. 24.—The South Carolina dele
gation retired from Congress to-day, aud expressed
the hope that amicable relations would be contin
ued between South Carolina and the other States.
(iov. Pickens has, agreeable to the ordinance of
secession, issued his proclamation proclaiming to
the world that South Carolina is, and has the right
to be, a separate, sovereign, free and independent
State, and as such has the right to levy war, con
clude peace, negotiate treaties, leagues, or cove
nant, and do all acts, whatever, that rightly ap
pertain to a free and independent State.
CONGRESSIONAL.
Washington, Dec. 24.— House. —A letter, signed
by the Congressional delegation from South Caro
lina, announcing the act of secession on the part
of that State, and dissolving their connection with
the House, was read.
Thev sav that they leave their associates with
friendly feelings for each of them, and hoped that
they would continue to enjoy these friendly rela
tions.
The letter was ordered to be printed.
The Speaker ordered the names of the delegas
tion to be continued on the roll, and called as
usual.

of a committee of investigation, in reference to
the recent robbery of his department.
Mr. Haskins offered a resolution, hut subse
quently withdrew it, inquiring into the relations
existing between the General Government and
South Carolina, and the duty of the Government
to protect its property, in that State, from seizure.
The Diplomatic and Consular bill was passed,
and the House adjourned until Thursday.
WASH INGTON CONFE RENCE.
Washington, Dec. .25. —A Conference of the
conservatives of the border States, was held here
last night. They resolved to call a meeting of the
members of Congress, from all the southern States,
hoping to present an unbroken front in the follow
ing basis of settlement, viz.: The re-establish
mentof the Missouri Compromise line, and its
extension to the Pacific. If successful, they will
then invite the northern members to join them.
WASHINGTON NEWS.
Washington', Dec. 24.— Russkll received Secre
tary Floyd’s acceptances for transporting the
army supplies over the plains to Utah, accord
ing to the contract. Bailey and Rlsskll were in
timates. Bailey loaned him the stocks in the
Indian Trust Fund, upon Rcssei.l depositing with
him the acceptances. The great depreciation in
stocks led to the development, and the consequent
difficulty. Bailey has been bailed out.
It is suggested, in military circles, that South
Carolina has vet no law declaring as citizens ol
that State those who, from other States, may vol
unteer their services in case of emergency. This
is considered of importance.

Washington, Dec. 25.—The Constitution, of this
morning, in relation to the South Carolina com
missioners, says: “The commissioners, we sub
mit, will be eutitled to a heariug —to a friendly,
candid, and intelligent hearing; if wisdom will
have any weight in the counsels of Congress, they
will have it. They will be entitled to more—to a
readiness to enter into negotiations for the adjust
nieut of matters in which ihe State and Union are
both concerned ; that, although unable to prolong
their former relations, they may yet be enabled to
remain friends, and qnietlv and beneficially recip
rocate the obligations and favors of neighbors.”
SEWARD SPEAKS IN NEW YORK.
Nkw A ork, Dec. 24.— Senator Skwarii delivered
a speech in this city, on Saturday last, in which
he said, that if we would keep cool, calm, and
kind, a debate of a kindly nature will spring up,
which will result in the restoration of fraternal
feelings.
EXCITEMENT IN’ PITTSBURG, PA., IN RELA
TION TO ‘HIE REMOVAL OF PUBLIC
ARMS.
Pittsburg, Pa., Dec. 25.—There was an intense
excitement here yesterday, in consequence of the
intelligence that the Government were about to
ship from the Alleghany arsenal one hundred and
twenty-four heavy guns, for the new forts in Texa
atid at the mouth of the Mississippi river. A
meeting will be called to prevent the shipment.
The Democrats have telegraphed to the Presi
dent to rescind the order. It is said that muskets,
shells, bahs, aud cavalry accoutrements, have
already’ been shipped.
GOV. HOUSTON WILL CONVENE THE TEXAS
LEGISLATURE.
New Orleans, Dec. 25.*—Gov. Houston, of Texas
has-consented to convene the Legislature of that
State, in extra session, on the 21st of January, 1861,
for the purpose of taking into consideration the
present crisis in oor national affairs. The State
convention of the people will meet on the 28th of
January. The recession feeling is in the ascend
ant.

New York, Dec. ‘24.—Stocks have largely de
clined, and the market is generally depressed.

New York, Dec. 24. —Sales of Cotton to-day
1,600 bales; Middling Uplands at a 11 cents.
Flour firm; sales of 14,500 barrels; Southern at
$’ 15 a|s 35. Wheat declined 1a ‘2 cents. Corn
firm; sales of 53,000 bushels; Mixed at 67 a 63
cents. Navals dull.

is a constitutional disease, a corruption of the blood, by !

attack*, nor is there one which it may not destroy. The scro- I
tulous taint is variously caused by mercurial disease, low liv- |
. ig, disordered or unhealthy food, impure air, filth, and filthy
habits, the depressing vices, and. above all, by the venereal
infection. Whatever he its origin, it is hereditary in the con
stitution, descending •‘from parents to children unto the third
