I wouldn’t believe it!”
But to those who know the
Black co-owner of Culpepper’s
Supermarket’s record, the
selection is not so surprising. In
his store’s seven-year history,
the sales volume has grown
dramatically with an increase
from the first year of $250,000
to a present $1.15 million.
“Absolutely beautiful”, said
Culpepper, as he looked at the
architecture and paintings
inside the Capitol building. His
reaction was understandable,
because it was the fust time he
and his wife had visited the
Nation’s Capitol.
As a part of National Small
Business Week Activities, he
and the other 49 State Small
Business Winners also visited
the House and the the Senate
where they were honored for
their contributions to the
nation and private enterprise.
“More should be done to
help the small business owners
in this country,” Culpepper
said. “If we don’t do more, and
soon, everything is going to be
big business.”
Later that day, Culpepper
talked and stood for press
photographs with President
Ford. He also attended the
National Small Business
Luncheon where he heard the
Chief Executive speak in the
Hyatt Regency Ballroom. In
his remarks, the President said:
“Small Businesses are the
cornerstone of the American
economy.”
“In the earliest days of
American History, small
businessmen and women were
among the first to revolt
against the tyranny and
oppression of a distant
government.”

News-Review: What about
the Demmons case?
Weaver: The deputy said he
shot Demmons as he was
running away. The law says
that you are not to use a
firearm to stop somebody who
has committed a crime. The
only time you should use a
firearm is to protect your life
or the life of another citizen.
When a deputy is wrong, let
him pay the penalty. And let
the people know. I’d like to

“As the proprietors of small
business, you possess those
trdits of individual initiative,
self-reliance and creativity we
prize so highly in America.”
Since entering business,
Culpepper has been an example
of the qualities Ford
mentioned.
“When 1 had a very small
business operation, I said to
myself, big busmess is taking
this country over,” Culpepper
commented. “I’m going to see
if I can borrow a little and
grow a little myself.”
So, Culpepper began his
supermarket operation in 1969
with financial and management
assistance from tire U.S. Small
Business Administration
(SBA), and the Bank of

“Experience is a big factor
in operating a small business,”
said Culpepper, whose wife
does all the business
bookkeeping. “I know I could
have done much better in the
beginning if I’d had more
business training.”
“Management is the key to
success.”
Culpepper also succussfully

“I find many people don’t

Culpepper stated. “First I had

don’t use those weapons unless
you’re trying to kill somebody.
News-Review: What would
you do to up grade Blacks in
the Sheriff Department?
Weaver: I’m going to take
the best qualified man for a
job. You can’t tell me that you
don’t have Black people
capable of being lieutenant,
captain or chief deputy. If we
don’t have them we should
send them off to school.
News-Review: How would
you handle the drug problem?
Weaver: I’d go after the
pushers. The biggest supplier is
a one-armed man in Atlanta. I
sent Warren Martin to knock
him off with a key to the
apartment and everything. And
they went there the night after
he had been there. I don’t
know whether they are
dragging their feet or being
paid off.
News-Review: What about
burglaries?
Weaver: I’d put deputies in
the communities I haven’t seen
a police car in the subdivision I
live in four times in ten years. I
don’t know whether this is due
to a lack of expertise or
whether they just don’t give a
damn. Something is wrong
with the whole organization.
