Tis it not within woman that
man is first materialized? Tis
here where all future trails and
tribulations are brought from a
mirror-world to a world where
all of tomorrows, happy-times
and sorrowful-times must be
implanted within the cranium
of one seeding, so that it can
be sporadically migrated
amongst the commandments of
the world.
Man is a very simple
creature. With his superbly
developed brain, he makes
himself seem very, very
complicated, never realizing
that he is a mere pebble within
the sand, a small seedling of a
misinformed am eboa.
Man is but a lily upon a sea,
a mere breathe of helium in the
air, an ant caught in a tidal
wave the length of the earth. A
gnat amongst the sky,
pretending, merely pretending
that he with all his prematurely
given strength is retaining the
security of a world in which he
is comparable to a mere
unicellar animal.
Yes, this is man, the great
pinacle of success. The pinacle
that fails to realize that if he
retains his right as sovereign
populater of the earth, he will
face barren land, famine and
starvation. Unless of course, he
seeks guidance from God!

A Department of the Army
Suggestion Award Certificate
and a check for 5825 were
presented to Robert Martin, an
engineering technician for
Facilities Engineering. Martin
designed and fabricated a
prototype wooden locker
which was used as a model to
construct 600 wooden lockers
for the Ist BCT Brigade when
metal lockers were not
available. His suggestion saved
a total of $24,600.
A plaque and letter of
commendation were presented
to Stephan White, chief,
mechanical branch, Utilities
and Pollution Control Division,
who was named Suggestion
Evaluator of the Year. He
evaluated the largest number of
Army suggestions-38-at Fort
Gordon during Fiscal Year
1976.

Notice Os Public Hearing
Notice is hereby given that a public hearing will be held by the City
Council of Augusta in Room 803, Augusta-Richmond County Municipal
Building, at 7:00 P. M. on Tuesday, November 2, 1976, for the purpose
of considering an amendment to an approved application pursuant to
the Urban Mass Transportation Act of 1964, as amended (GA-03-0004) ,
generally described as follows:
-Replacement of three 45 passenger, diesel
buses (budget item 10.01.55) in the approved project
budget with three small buses with a Capacity of 23-26
passengers.
-Increase project budget for line item 10.01.55
from $1,468,001 to $1,732,569.
The purpose of this proposed amendment is to update the application tc
account for the effect of inflation on the cost of transit vehicles
since the project budget was developed in 1973. This is to be accom
plished by substituting three less expensive vehicles (currently about
$70,000 per unit) for three of the 45 foot vehicles (currently about
$90,000 per unit) and increasing the budget for the remaining vehicles
to be purchased. Funding of the incremental cost resulting from this
contract amendment will be 80 percent federal, 10 percent state and
10 percent local. Local funds will be taken from the general funds
of the City of Augusta.
The proposed amendment to the approved application will not result in
any adverse social, economic, or environmental impacts. No relocation
will be required as a result of the project. The elderly and physi< . !
handicapped will be offered the same fare reductions on these vehicles
that are in effect on the remainder of the transit system.
At the hearing, the City Council of Augusta will afford an opportunity
for interested persons or agencies to be heard with respect to the
social, economic, or environmental aspects of the project. Interested
persons may submit orally or in writing evidence and recommendations
with respect to said project.
A copy of the application to amend the approved Federal Grant for the
proposed project, together with an environmental analysis and the
transit development plan for the area, is currently available for
public inspection at the Augusta-Richmond County Planning Commission,
525 Telfair Street, Augusta, Georgia.
