SCLC hopes to change U.S. policy
leader Yasser Arafat, say U.S.
policy now favors Israel too
much and should be changed
to give displaced Palestinians
the same recognition and the
same rights to a homeland and
self-determining nation that
Israelis enjoy.
Wednesday, the mid-way
point of the four-day visit,
delegation members met with
Lebanese Prime minister Selim
El-Hoss, visited Palestinian and
Lebanese leftist leaders in
South Lebanon and toured

war-battered parts of the
region as well as filthy, over
crowded refugee camps.
It was a nerve-wracking day
for the group, with hair-raising
Lebanese driving fraying a few
nerves and causing some
nail-biting. That however, was
only slightly less freightening
than the precarious climb the
group gingerly made up the
100-foot face of a mountain
into Beaufort Castle near the
Palestinian-controlled market
town of Nabatieyne. The
castle, which dates back to the
Crusades, is a nearly
impregnable guerrilla fortress
looking down into Israel.
Visitors are very seldom taken
on the the terrifying
bone-jarring ride in commando
jeeps over nearly impassable
roads to Beaufort. Yet, the
black American delegation was
warmly welcomed there and
spent a long time

to be located in a floodplain as defined by Executive Order
11988.
PROJECT NAME: South Turpin Hill Neighborhood
Strategy Area 79-01
LOCATION: (CT 104) Lying wholly within the in-
corporated area of Richmond Counth,
Georgia
This project includes the following:
A housing rehabilitation program which will aid
homeowners in rehabilitation of residential property.
Street paving, repaving and construction of drainage
facilities will occur in various locations throughout this
NSA.
Park improvements will provide for acquisition and
construction of recreational equipment, lighting and
landscaping of Doughty Park.
The study of existing data & surveys conducted in the
South Turpin Hill area have identified the need for these
activities. This project will provide aid for homeowners to
rehabilitate their residences, better accessibility and
improve vehicular movement, removal of surface water, and
improve recreational facilities thereby alleviating identified
needs.
The Augusta-Richmond County Planning Commission has
additional information on the proposal and such
information may be obtained at the Augusta-Richmond
County Planning Commission, 525 Telfair Street, Augusta,
Georgia 30902, between the hours of 9:00 AM EDT and
5:00 PM EDT, Monday through Friday.
Comments respecting the proposed project may be

It was more than a picnic,
however, and delegation
leaders continually stressed the
humanitarian nature of their
mission.
Walter Fauntroy, the
Districk of Columbia’s
non-voting Congressional
delegate, said the mission is to
see “that the initiative that we
have taken will become the
policy of the American people
and its government; namely,
that it will recognize and
communicate with PLO...
support a moritorium on
violence on the part of all
parties in the Middle East...,”
and to see that Palestinians
receive the same considerations
as Israelis. That would include
the right to a homeland and
self-determination.
The extent of the damage
inflicted on southern Lebanese
in recent Israel and Lebanese
tightest attacks was very clear
to tire group in the form of
obliterated homes, shattered
shops and debris-littered
streets. At one point, a woman
in the southern port city of
Tyre told how her modest
home was shelled by the Isralis,
killing a neighbor who had nine
children.
Fauntroy and SCLC
president Joseph Lowery were
shown samples of weapons
used by Israelis and their allies.
They include the U.S. made
“cluster” bomb. This is a large
cannister filled with tiny
“bomblets” which spill out
over a wide area, setting off
many individual explosions.
Despite the emphasis on
Israeli military activity in
Lebanon, delegation leaders
insist they are neutral and hope
to take their non-violence plea
to Israel. But, they say
something must be done by
Washington to curb the use of
some weapons in apparent
violation of U.S.-Israeli arms
supply agreements.
The American delegation
unquestionably is getting a
one-sided impression of the
conflict from their Palestinian
hosts. However, some of the
scenes and messages have been
most poignant.

Louise Rice’s
doctorate has
historical
footnote
Louise Allen Rice, 3016
Bramblewood Trail, recently
became the first black woman
to receive the Ph.D. degree in
reading education at the
University of Georgia.
The degree was conferred at
the school’s August
commencement.
A graduate of Lucy Laney
High School, Mrs. Rice
received the bachelor of
science degree in English
education from Tuskegee
Institute and the master of arts
degree in remedial reading and
psychology of school subjects
from Teachers College,
Columbia University.
Presently an assistant
professor at Paine College, Mrs.
Rice is serving as assistant to
the academic dean and
coordinator of reading.
She taught for two years at
Lucy Laney High School
before joining the Paine faculty
in 1968. Additionally, she
served as a reading consultant
in the Lansing, Mich, school
district in 1971-72, while on
leave from Paine.
She is married to Wilson L.
Rice, assistant principal at A.R.
Johnson Junior High School.
The Rices have two sons,
Wilson Jr. and Robert
Christopher.

U.S. TRADE MISSION TO AFRICA -- Former United Nations Ambassador
Andrew Young visited with Liberian President William R. Tolbert Jr., who is also
chairman of the Organization of African Unity. Young presented a letter from
President Carter inviting Mr. Tolbert to meet with him at the White House following
the African Leader’s address before the United Nations. The Young Trade Mission,
which included seven Black businesspersons, visited seven African countries and was
described as “highly productive.”
Hosea Williams seeks allies
in Libya for blacks here

State Rep. Hosea Williams,
D-Atlanta, said Wednesday that
his recent trip to Libya was the
beginning of an attempt to
develop “allies” for the black
American in the Arab world.
But Williams said he wanted
to “make it crystal clear” that
the trip was not “anti-Jewish.”
He said the purpose of the
trip was to investigate “the
possibility of developing allies
that are in a position to and
interested in helping us further
our movement for equality
here at home.
“The immediate areas of
concern where possible
coalitions may be formed are
in the areas of education,
economic development,
political, and cultural affairs,”
Williams said.

Commenting on Southern
Christian Leadership Council
President Joseph Lowery’s
current visit to Lebannon at
the invitation of the Palestine
Liberation Organization,
Williams said he supported the
trip. He added that he has long
advocated that blacks become
more familiar with world
problems.
Williams said the PLO’s goal
is the creation of separate state
for Palestinians and not of the
destruction of the Jews.
PLO officials would like to
come to America and
guarantee the American people
that they have no intention or
desire to exterminate Jews,”
Williams said. “They claim all
they want is democratic rule
for the people of Palestine, not
just the Arab, but all
Palestinians, Palestine Jews as
well as Palestine Christians.”
In response to reporters’
questions, Williams said that he
did not go to Libya with the
intention of soliciting money
from Libyan leader Colonel
Muammar Khadafy. He said he
wanted to know whether the
Libyan people were interested
in the plight of black
Americans.
Williams said he became
convinced during his visit that
the American government “is
misleading and lying to the
American people about facts
involving the Middle East
conflict.”
Williams also said that he
was “convinced that high
American corporate profits are
the real reason for the
skyrocketing gas and fuel
prices in the United States and
not OPEC.”
