EDITOR’S NOTE: Sherman Briscoe,
executive director of the National
Newspaper Publishers Association, died

For the first time since the turn of the
century, when Dußois and Monroe
Trotter differed vehemently with Booker
T. Washington over his acceptance of
segregation, black leaders find themselves
divided.
Congressman Fauntroy and his
Southern Christian Leadership
Conference and the Rev. Jesse Jackson of
PUSH have given support to Yasser
Arafat and his PLO, although aimed al
reducing hostilities and the Palestinian
goal of driving the Jews into the sea.
Vernon Jordan, president of the
National Urban League, thinks Fauntroy
and Jackson made a mistake in appearing
to be cozying up tire Arafat while
appearing to be giving the back of their
hand to the Jews. Although it must be
said that Fauntroy believes in
even-handed treatment.
When Faun troy was asked in a news
conference whether he considered the
political risk of going to Lebanon, he
replied, “I didn't ask myself whether it
was expedient, or good politics, or
popular. 1 only asked myself whether it
was right to try to assure a secure
homeland for both the Jews and
Palestinians in the Middle East. To me, it
seemed right,” he said. “And that’s all
I’m concerned about.”
A third group headed by William
Pollard, top black in the AFL-CIO and a
board member of the NAACP. visited
Israel recently to show their support for
Begin and his people. Bayard Rustin of
the A. Philip Randolph Institue is a
member of this delegation.

Black women
RB ace barriers
The drive for women’s equality appears
to have slowed in recent years, as have all
moves to expand rights and to increase
equal opportunities in our society.
But while discussions of women’s
rights generally center around the equal
rights amendment or the aspirations of a
relatively small segment of women, the
plight of black women has largely been
ignored.
Whatever figures you use, you find
black women are the most disadvantaged
group in America. Expanding their
employment and income opportunities
would go i long way toward slashing
poverty in America.
That’s because a majority of poor
black families are headed by women. It’s
hard to see how black poverty can be
successfully attacked without an all-out
effort to equalize employment
opportunities for black women.
Despite unequal opportunities, black
women are the more likely than white
women to be working or looking for
work. It’s become commonplace to talk

satisfied until the Palestinians and the
Jews have a secure homeland. For despite
Bakke and tire cooling of affirmative
action, the blacks can never forget the

long years of support Joel and Arthur

CONGRATULATIONS TO NORTON
After more than a dozen years, Mrs.
Eleanor Holmes Norton, chair of the
Equal Employment Opportunity
Commission, is cutting down on the huge
backlog of job discrimination complaints.
Through her new procedure for
expediting cases, the number has been
reduced from 96.610 in 1977 when she
took over to 58,457. Congratulations.
MAN, WHAT HAPPENED?
Do you ever pass a man or woman
sleeping in the park or on the street, or
do you notice die number of street
people pushing all their belongings along
in a cart? And do you wonder what
misfortune happened to them, and find
yourself asking: “Man, what happend?”
I do it every day and wonder about the
novel their story would make. 1 drop a
quarter into their hand, as if what good
will a quarter do, when what they need is
at least $2,500 to help them get started
again. But the richest country in the
world that spend nearly $l5O billion a
year on arms is too poor to help those
people - not too poor in money, buftoo
poor in spirit and in sympathy and
foresight.
To be equal

about the rise in the numbers of working
women, but it is as important to know
who works when.
For example, white women have their
greatest labor force participation in the
below-24 age group. Then many marry or
have children and leave work. But the
highest rates for black women are in the
prime working years of 25-44.
That would lead you to expect black
women to have higher earnings. Not true.
Black women earn less than white
women, less than black men, and far less
than white men -about half.
Black women are also the prime
victims of unemployment. Their jobless
rates are double those for white women.
Black women are also locked into the
worst-paying jobs. They are over three
times as likely as white women to be in
private household service and almost
twice as likely to be service workers.
But even those figures understate their
plight, since the service category is so
broad and doesn’t distinguish between
such low paying jobs as laundry workers

Today I*d planned writing “thanks” to
those who participated in our recent
Black-on-Black Anti-Crime conference at
Paine College, and also on the recent
burglaries at the Southward and Terrell
homes. Because of vendictive attacks on
national black leaders, I’ll deal with the
first two subjects in a later column.
The national communications media
has just highlighted the cruel attacks and
harassment on the Rev. Jesse Jackson and
Rev. Joseph Lowery. Vernon Jordan said
that he and the two ministers had also
been vilified by some media sectors
because of their various stands.
BLACK FAMILY DIFFERENCE
You may have seen Vernon on “Good
Morning America” on October 15. I also
have the complete text of his talk
differing with Jesse and Joe. He pointed
out very carefully that this was a “family
difference,” that blacks were not
monolithic, it was not personal, and all of
them would remain friends and associates
the Black Leadership Forum. The latter is
a national umbrella organization
representing civil rights leaders.
Well, the forum met in Washington last
week to evaluate progress being made
around the nation in resolving
black-Jewish relationship following the
Andy Young resignation, and also to
carry on their activities and coordination,
etc.
DEATH THREAT TARGETS
Vernon Jordan pointed out at the
forum meeting that some black leaders
had been the target of death threats and
financial pressures. As example, Jesse
Jackson said that he had been the target
and higher paying service jobs.
Climb the occupational ladder and you
find black women again at a disadvantage.
Men and white women are are far more
likely to hold managerial, administrative
and even sales jobs.
Black women workers aren’t in the
labor force out of boredom or because
they want to buy luxuries. Black women
are more likely to be in the labor force
than their white counterparts for an
obvious reason - it takes more than one
income in a black family to reach even a
minimal standard of living.
And given the disproportionate
number of black families dependent on
female heads of households, it is clear
that the elimination of discrimination
based on both race and sex is absolutely
essential.
More white families than black are
headed by women. But black
female-headed families are far more likely
to be poor.
And among families headed by women
who work full-time, black families are
four times as likely to be poor as whites.
That’s a serious indictment of the way
our society devalues black labor and
black women.
Their poverty is deeper, too. The
artificially low poverty level is set at
$6,700 for an urban family of four. But
the median income for black families
headed by women is about $5,900 - well
below the poverty level.
Combine those figures with the fact
KNOCK, KNOCK!

of assassination threats and harassment,
including “people placing the heads of
dead animals at our door.” He blamed
some of the threats on the militant
Jewish Defense League.
BANK LOAN FORECLOSURE
Rev. J.E. Lowery, president of the
SCLC, who also met with Yasser Arafat
and voiced support for opening talks with
the PLO, said that he and members of the
Jewish community. Threats have been
made to foreclose on bank loans.
URBAN LEAGUE NOT FOR SALE
In a press statment from Chicago, the
National Urban League president
criticized some segment of the media who
claimed that black leaders’ positions had
been formulated with monetary
considerations. He called this a vile
falsehood. Continuing, Mr. Jordan
pointed out that those who went to the
Middle East did so out of a sincere effort
to encourage peace. And those like
himself who disapprove of dealing with
the PLO did so out of concern for
principle.
Jordan said that the National Urban
League operates on a $6 million budget.
Almost all of this comes from business
and from foundations and government
for special services, research and
programs. He stated that only $200,000
comes from individual contributors, and
perhaps only a fourth of that comes from
identifiably Jewish contributions. He
affirmed that less than one percent of his
budget comes from the Jewish
community. So principle, not money is
the basis of the Urban League stand. We
are not for sale, stated Jordan.
that about 44 percent of all black
children live in female-headed families
and you have a crisis that will affect blacks
far into the future.
Discrimination based on race and sex
operate to keep those families poor and
out of the economic mainstream.
Immediate and vigorous action is needed
to overcome the barriers that keep black
women and their families locked into a
desperate battle for survival.

The guerrilla-bad boys, Nkomo and
Mugabe, are threatening to wreck the
British peace talks. But if no peace will
come out of the current talks in London
many of the so-called front-line African
countries will be hurting economically.
Poor little Zambia is one of the
poverty-stricken countries watching
closely the tug-of-war going on in the
British capital; hoping for signs when the
war next door will end. But in spite of the
stalled talks in London, Black Africa’s
trade with South Africa is running at high
speed for aU the black regimes, where by
day they cuss South Africa, but at nights
the heavy trade flows between hated
Pretoria.
HATE AND STOMACHS
Soutli African exports to Black Africa
through August rose 44 percent over
1978 levels. Although, imports from
black nations have slowed a bit, total
two-way trade has hit SBOO million easily
on a new high. Other, unofficial, sources
say actual volume is even greater. You ask
why the discrepancy? The Organization
of African Unity since 1964 has banned
member states from dealing with South
Africa. Clandestine commerce is the
result.
The main Black African states doing
business with Pretoria are Zaire, Zambia,
Malawi, Swaziland, Lesotho and
Mozambique. Also, Nigeria, Ivory Coast,
Gabon and Kenya are buying South
African foodstuffs and manufactured
goods. Some 40 percent of Malawi’s total
imports originate in South Africa. Both
Zambia and Zaire export copper through
the South, turn there at times for food.
Wars and faulty railroads in Black Africa
force trading with South Africa, which
also employs almost 400,000 workers
from neighboring black lands in its mines
and other industries.
TALKS ON MIND

Roaming through the library of Paine
College some years ago led me to a book
that significantly changed my thinking.
“Black Bourgeoise” by the late Dr. E.
Franklin Frazier is a profound study by
that insightful black sociologist. "Living
in a world of make believe” is one of the
startling conclusions Frazier reached
about the black middle-class. Racial
segregation and discrimination caused
that group to develop life styles imitating
the behavior of whites in exagerated
ways.
This work was done at a time when
blacks generally sought to escape thair
black identity. The picture has greatly
changed by virture of the civil rights
movement. However, this and other
works by Frazier established him as an
excellent sociological scholar.
He was bom in Baltimore, Maryland in
1894 and graduated Cum Laude from
Howard University in 1916. He earned a
MA degree from Clarke University in
Massachusetts in 1920. A Ph.D. degree
was earned from the prestigious
University of Chicago in 1931.
His teaching experience included
Morehouse College, Fisk and Howard
Universities. He served as a visiting
professor at Sarah Lawrence College, New
York University and the University of

CORE’S Farmer: Black-Jewish
rift only benefits Ku Klux Klan
James Farmer, the founder and former
national director of the Congress of
Racial Equality (CORE), warned recently
that the “scuttling of the alliance”
between blacks and Jews would not be in
the interests of blacks or Jews but would
benefit “only those who, like the Ku
Klux Klan, wish pain upon Jews and
blacks alike.”
Farmer, who is now executive director
of the Coalition of American Public
Employees, told a conference of the
National Association of Human Rights
Workers in Portland, Me. that “the
purported rift between the black and
Jewish communities” tied to the
resignation of Andrew Young as U.S.
Ambassador to the United Nations
threatens to “fragment” the “Historical
alliance between blacks and Jews.

talks in London is anther pointer to this
so-called “Frontline” state’s growing
desire for an end to the conflict, which is
proving such a serious drain on its
resources. Conversations at social
functions in Lusaka revolve around the
talks in the Commonwealth’s capital, and
the state-owned television station. The
local TV outlet has just completed a
series of hour-long discussion programs
on what a settlement would mean to
Zambia and how best to achieve it. The
series highlighted the average Zambian’s
concern about the conflict, which has
spilled across the Zambesi River into
Zambia proper, and revealed a
surprisingly ambivalent approach to the
Patriotic Front guerrilla alliance, which
Zambia officially supports.
HUNGERS FOR PEACE
Many Zambians, including those in
senior positions, no longer care whether
Nkomo wins power across the border. All
they want is an end to the war and to get
his guerrillas out of Zambia. Such factors
are as important as the economic
constraints on Zambia and explain why it
has urged concessions, such as reserving
24 white seats in Zimbabwe’s Parliament,
from the Patriotic Front delegation in
London.
“What we are saying at this stage is
compromise,” admitted a senior Zambian
government official. “But don’t mistake
that for capitulation. We are not asking
them to surrender, just to be reasonable.”
It is an approach that appears to be
shared by the other four frontline states --
Tanzania, Botswana, Angola and
Mozambique. They want peace in
Zimbabwe Rhodesia and are prepared to
pay a price for it. But there is a limit
beyond which they will not be pushed by
the Patriotic Front.
The behavior of Nkomo’s guerrillas
inside Zambia, together with their
apparent ineffectiveness inside Zimbabwe
Rhodesia, has led to a cooling of relations
between the governments and the
guerrilla leaders.

He wrote numerous articles and books
as “The Negro Family and the United
States” “The Negro Family in Chicago”,
“Negro Youth at the Crossroads”, “The
Negro in the United States,” and “Race
and Cultural Contacts in the Modern
World." His last book was “The Negro
Church in America” and was published
after his death in 1964. He died in 1926.
Writing and publishing “The Pathology
of Race Prejudice” in June of 1927

white mob. In this work he compared
prejudiced whites with the insane
persons. He was indeed a bold and
courageous black man.
Frazier headed the division of Applied
Social Sciences of UNESCO from 1951
through 1953. He was the first black
person to head the American Sociological
Associations in 1948.
He had the good fortune to study at
Chicago under such sociological giants as
Robert Parks, Ernest Burgess, George E.
Mead and Louis Wirth. His significant
contributions project him as a model for
other black scholars who should seek the
truth about blacks as well as whites.

CITES CONTRIBUTIONS
“In all my years in the civil rights
movement, no single white community
contributed more in human and
economic terms than the Jewish
American community,” Farmer said,
adding that he was “troubled by recent
statements by some black leaders
regarding events in the Middle East.”
Farmer declared: “We should move
quickly and decisively to resolve existing
problems in our communities and to
forestall others which threaten to erupt.
When Jess are under attack, blacks must
move to their defense. The anti-Semite,
we must never forget, is a bigot. Actions
against Jews are only a prelude to actions
against blacks. And, equally true is the
reverse.”
