Department of Justice

pilation of discussions,
experiences, and
recommendations of 268
black, Hispanic, and law
enforcement leaders
from 22 states and the
District of Columbia who
attended a December,

The conference, held
in Silver Springs,
Maryland, a 'suburb of
Washington, D.C.,
stemmed, in part, from
concerns expressed to
CRS by feaders of the
National Urban League
and League of Vnited
Latin American Citizens
The steady increase in
CRS cases of police
minority violence and
Police Foundation and
independent studies
suggesting that
minorities are
disproportionately the
victims of police use of
deadly force also
suggested such a meeting
would be useful.
A criterion for at
tending the conference
was that participants
would return home and
collectively imprement
some of the recom
mendations that were
made.
One recommendation
that appeared to receive
widespread endorsement
of nearly all participants
was that police should use
deadly force only in
defense of life.
Among the others
listed in the 140-page
publication are recom
mendations to:
.Establish a
national code on the use
of guns by the police;
Promulgate a model
policy on police use of
guns by the Department
of Justice after con
sultation with police and
minority groups;
.Establish a federal
agency or “National
Police Review Com
mission” to investigate
complaints of police
brutality;
Support
The NAACP
.Collect, ona city-by
city basis, and
disseminate information
on police shootings and
their frequency;
.Simplify the citizen
complain review process
with police departments
and create civilian police
review boards:
Make training in
cultural awareness and
ethnic sensitivity man
datory for all police of
ficers:
Establish and im
plement programs to
educate minorities on
police practices and
hazards of police work.
Publish
guidelines emphasizing
police training and
testing, police
community relations, a
national standard for
deadly force, and ad-•
judication methods.

Livingston Wallace’s Hospital Authority Tenure
Livingston B. Wallace,
owner of Wallace Realty,
was honored recently by
the Richmond County
Hospital Authority for 17
years of service.
Wallace retired from the
Authority at the Board’s
December meeting.

Authority chairman
Frank S. Dennis, Wallace
served on the governing
body longer than any
other member past or
present. The 17 years is a
record, he said.
Wallace has been
secretary of the
Authority for more than a
decade. He also served as
chairman of the
Authority’s Personnel
Committee, was a
member of the Joint
Conference Committee
and other committees of
the Authority.
A member of St.
Mary’s Episcopal
Church,Wallace is a
leading business and
civic leader.
He was a real estate
associate and manager of
W. Hornsby McCoy Real
Estate associate and
manager of W. Hornsby
McCoy Real Estate for
more than 30 years before
forming his own company
in 1966.
