To Give Boost To
Black Colleges
President Ronald
Reagan signed a new
executive order to help
strengthen Black colleges,
the signing took place at a
White House luncheon for
Black college supporters.
Ihe new execptive
order. established ‘‘to
improve and protect Black
colleges." increases Black
participation in federally
sponsored programs;
mandates government-wide
coordination to ensure full
opportunities for Black
colleges participation in
federally sponsored
programs: and calls on the
secretary of education to
encourage private sector
initiatives in assisting
historically Black
institutions.

A subpoena filed
Ihursday by the Richmond
County Commission orders
Human Relations
Commission Executive
Director Charles W. Walker
to give a sworn deposition
as part of the agency's
lawsuit seeking
reinstatement of county
funds.
The subpoena also
orders Walker to produce
numerous documents,
including travel vouchers
for 15 trips he has taken
at HRC expense, and
record pertaining to the
agency's bank account in
which federal funds are

Performance Report on
Executive Agency Actions
to ensure Black college
participation in federally
sponsored programs. This
"report card" will be
reviewed by the Cabinet
Council on Human
Resources. the vice
president. and the
President.

to work with the heads of
federal agencies in
conducting a special policy
review to serve as a basis
for all future planning for
these educational
institutions.

colleges and universities."

young Americans received
training at these schools
over the past l(M> years,
expanding their
opportunities as individuals
and laying the foundation
for social progress. It
should never be forgotten
that when educational
opportunities were denied
elsewhere. these
institutions offered hope to
Black \mcricans ....that
someday they would break
the bonds of prejudice and
discrimination.
County commissioners in an
effiirt to force the county to
remit monthly allocations
budgeted for the agency
but withheld until the audit
was completed and studied.
Ihe HRC suit alleges
the county acted improperly
in withholding the funds
because it has alleged no
■'misfeasance or
malfeasance ' on the part of
Walker or the agency.
In addition to Walker.
Richmond County Attorney
Robert C. Daniel. Jr. also
subpoenaed all HRC
employees and several
former employees and
appointed members to the

said that Waters later

man was shot to death last
Friday night while trying to
aid his brother in a fight at
a local club.

twice topped the city wide
vote. Other political
achievements which were
