thirteen cents,'or perhaps an eighth
or a quartet higher. This rapid rist
in fhe price of cot*on, as usual, has
giver, a wonderful impetus to specu
lation and has thrown the commer
olal world into commotion and con
fusion, and we begin to read, in the
daily papers, of the clashing in of a
rstrop.g house now ai.d then. The
Southern planter has again been
• drawn into the vortex, and strange
' to say, lias so far come out winner,
-with all the piospects, until a few
days ago, in his favor. What may
be the result, however, if he persists,
trequires no extraordinary powers to
foresee, the chances beii g, we think,
that his winnings will finally consist
altogether of experience.
The-opinion has generally prevail
ed that the supply of cotton-is a
half million bales less now than
was this time last year. The N\ w
York Commercial says this state
ment is not time. It is true, says
this paper, so far as concerns the
supply now in the hands of the sel
lers, but the spinners have on hand
a larger supply than usual, they bav-
> ing tieen induced to purchase more
than they needed for immediate
• consumption, because of the impres
sion that they might soon encounter
some difficulty in obtaining a suffi
ciency to keep them running. The
Commercial, after a very careful ex
amination of the whole subject,
states, that the sellers are 480,000
bales shorter than they were at this
time last year, but the supply fceJd
by spinners is 200,000 greater than at
a corresponding time last year, thu
making the supply 280,000 instead
of 480,000 bales short as has been
generally believed.
■The tendency now of the staple,
* from the market reports, is down
ward and no human vision can see
to what depths it may go before the
present crop comes in and is dispos
ed of. The farmer who is basing
his calculations on receiving twelve
* • cents for his crop this fall and who
is becoming more extravagant, or
rather “r.aching out” on account of
such calculations may find that he
has “reckoned without his host”
and be forced to sell again, as he did
last season, at prices ranging from
■ six to niur cents. We have strong
‘ hopes that they will go no lower
than these figures. Cotton men, it
siems, are more sanguine of higher
prices this fall than they have been
for several years, hut it is the expe
rience of every man who has sold a
few crops that the opinions even of
extensive dealers in cotton upon this slre
- question are usually not worth a
g rote.

As a slanderer of the South, Scrib
ner's Monthly Magazine stands head.
In the June number of this maga
zine, which has been liberally pat
ronized by the people of the South
to the exclusion of Harper’s, which
had grown unpopular because of its
constant defamation of the South,
there is an editorial on “Southern
Civilization,” which for wholesale
slander and unbridled mendacity is
without precedent in any j-urnal or
magazine we have ever lead which
pretended to have any regard for
truth, * * * *
After saying that “murder is com
mitted, and the murderer shak: s
his bloody hands at the law every
where and walks the streets with
entire freedom and impunity,” we
are treated to the following:
“We read of banditti iu Italy who
make it unsafe for a traveler w ho has
any money to get outside the lines ol
ordinary travel, and we wonder at"
the imbecility of a Government that
can give him no protection, and at
the low state of civtlizarion that
renders such abuses and outrages
possible. We have no longer any
reason to look ahead for anomali-s
of this sort. These Southern mur
ders give evidence of a luwl ssuess
and degraded civilization much more
notable than anything .that can be
fouud among the .Italian wilds and
at(«i:itains. They are abominable,
beyond the power of an ordinary
pen to characteriz -. There s noth
ing whatever to be.-saw! iu apology
for them. The American,.when he
reads them, can only, bang his head
in holy horror and shame, and groan
over the fact that such fiendish deeds
can be perpetrattd under his nation
al flag without punishment, and
without even the notice of those who
pretend to administer the law.”
But it is idle to talk, for the arti
cle no doubt was written fir the pur
pose of popularizing the magazine
with the narrow-brained people ol
the North who ha e the South be
cause the South is s lid for equal
rights to all citiz-ns and all States,

Commissioner On* says he favors
the intioduction into Georgia of the
Moff.-tt Bell Punch Register and a
law taxing dogs for these reasons:
1st. They will yield a large in
come, fully adequate to our present
educational wants, without being se
riously felt by the people.
2d. Both taxes are voluntary. Any
person can avoid the one by ceasing
to drink, and the other, hy getting
rid of his dogs.
3d. Large numbers of persons
with children to be educated, will
thus be made to contribute to the
fund, who could be reached iu no
other way.
But, after all, there is no money

content themselves in “writing for
glory aud printing lor fun.”—//«»-
