Atlanta Constitution. The Washington correspondent of the N. Y. People are holding off from making purchases of stamps in large quantities, especially the “request,” or stamped envelopes, the sales of which have fallen off to almost nothing. A11 unprecedented rush of business in the Stamp De partment is expected after the first of October. The color of the new two- cent stamp is a handsome shade of brown or light chocolate. Tiie special joint commiltc of the Senate and House met yesterday in the Senate chamber to consider and report a bill for the re-districting the State. Tiie committee is composed of twenty-seven members—nine from the Senate and eighteen from the House. There were twenty-four members of the committee present. Mr. DuBignon, Chairman of the Senate Committee, presided. The subcommittee made a report of the following bill: A bill to be entitled an act to ap portion and divide the State of Geor gia into ten Congressional districts in conformity to the act of Congress, ap proved on the 25tli of February, 1882. 1.
