If farmers and others whose business is out doors, and depends upon the weather, will study them elosely they; will hi; able to guess the weather more accurately than Wiggins or Vennor. 1. When the temperature falls suil denly there is a storm forming soutii of you. „ 2. When the temperature rises sud denly there is a storm forming north of you. 3. The wind always blows from region of lair weather toward a region where a storm is forming. 4. Cirrus clouds always move from a region where a storm is in progress to a region of fair weather. 5. Cumulus clouds always move from a region of fair weather to a re gion where a storm is forming. 6. Where cirrus clouds are moving rapidly from the north or nortlie;ist, -there will be rain, inside of. twenty- four hours, no uiatter how eoldTt is, 7. When cirrus clouds are moving rapidly from the south or southeast there will lie a cold ruin storm on the morrow, if it be in summer, and if it be in winter there will be a snow storm. 8. NEW POSTAL LAW'S. Details of the New Postal Laws Soon to go into Ell'ect. The Post Ofiice Department at Washington has sent out a circular in relation to the new postal arrange ment which takes effect on the first of Oetolier next. All first-class matter will be re duced from three cents to two*Cents per half ounce or fraction tlftri-cr as provided in act of Congress approved March 3, 1883. Postmasters have been instructed to limit their requisitions on the Post Office Department, so that they (nay not have an unnecessary supply bf stamps and envelopes of the pres ent system on hand. Also that tliev call the attention of the public, as faY •ts possible,so that no one need be over- supniied witli the three cent issue. The Department has adopted as a design for the two-cent the head of Washington' in profile; above the oval surfoee' surrounding the head are tire - words “United States Pos tage,” anil underneath the tablet are the words “Two Cents.” The stamps will be printed in metallic red. A four-cent denomination of postage to cover double postage under the new Rite wiil be issued. The design em braces the head of Jackson, similar tirthat ou the present two-cent envel opes.- No change will be made in the postage due stamps. . No arrangements have yet been made for the redemption of three- cent stamps anil envelopes in the hands of postmasters, or for the ex change by postmasters of such stamps and envelopes in the hands of pri vate holders. The two anti three cent stamps and envelopes of the present designs will continue to be valid after the first of October, and must be accepted in pay ment ot ]>osiage whenever offered in appropriate amounts. The three-cent stumps may be in combination with other ilenouiinatidris on letters requi ring more than one rate of postage, aud- 011 parcels of- third and fourth class luatterw . Dead, of this city, who with William L. Scott, of Erie, man aged Samuel J. Tilden’s Pennsyl vania interests in the Presidential Convention of 1880, makes this state ment relative to Mr. Tilden’s pros pects for next year: “Mr. TiJilen las ail that makes the world comfort able. He lias money, he has home comforts, lie has luxuries. He is G7 years of age, and there is no earthly reason why he should desire to go into a political campaign to gain that which the country thinks was his by right. If, however, I will say, the Democratic and reform party of the United States decides that the old ticket of the centennial year should lie nominated, I believe tluit. Mr. Til- ilen would gointothecampaign with the same vigorand earnestness which characterized the contest of 1876, and that means to win. I have no right or reason to talk for Mr. Tilden, nor do I believe any one else has. It is my opinion and firm belief that Til den will he the next President of the United States. I believe that Mr. Tilden would not ouiv accept tiro nomination, but would make such a campaign as we have not seen for many years. Bear in mind that the old gentleman has never said- to me or anybody else tiiat lie was going into this fight, and what I say is my own' view. Talk about his physical infirmities! While a man stricken with cholera was on his ay yesterday in a cart to the hos pital the driver stopped opposite a cafe and gave the invalid a drink from a water bottle used by tiie cus tomers of tho place. A few minutes afterwards the sick man died oppo site tho largest cafe in Cairo. The only precaution taken in this case was to sprinkle a little chloride of lime on the corpse. The cart then pursued its way. Alexandria, July 20.—Twenty- nine deaths from cholera occurred yesterday at Mansurah, 24 at Sama- nouil, 28 at Gizeh, 44 at Shirbin and 3 at Damietta. There were 10 deaths from the disease at Mcnzaich ou Tuesday. London, July 20.—The Alexandria correspondent of tiie News says the official returns mention 10 towns in fected with cholera. The Standard's correspondent at Cairo says: “At Bu- lt-k his special messenger counted 80 funerals between 3 o’clock and 11 o’clock Thursday morning. Thirty deaths have occurred in the Shoohra quarter. The official’s returns renort deaths at Abdin on Wednesday, hen it is known tiiat 2o have at least died.
