Two proposed amendments to
the Constitution of Georgia, to
be voted on in the General Elec
tion on November 3, are of un
usual importance to the health,
education and welfare of the
citizens of our state.
Amendment No. 2 authorizes
the General Assembly to create
a State Scholarship Commission
through which scholarships may
be granted in nursing, dentistry,
pharmacy, social work, hospital
administration, medical tech
nology, occupational therapy,
dietetics, X-ray technology,
physical therapy, other course
of study in the paramedical
field and professional fields of
study as approved by the Com
mission.
Amendment No. 4 authorizes
the General Assembly to pro
vide for a program of guaran
teed student loans and for pay
ment of interest on such loans

for the purpose of acquiring an
education beyond the twelfth
grade; and further authorizes
the General Assembly to create
an authority or corporation for
administering such program.
This is not a give-away pro
gram; these scholarships and
these loans must be earned by

tion to get an education and to
fulfill the responsibilities of
citizenship. Also repayment is
required either in case or by
agreement to work in Georgia
(at prevailing salaries) one year
for each year’s grant.
The bottleneck to better men
tal health care and to better hos
pital and medical care inGeor-’
gia is the lack of trained per
sonnel in the paramedical field.
Milledgeville State Hospital, for
instance, can never be brought
up to a decent standard of op
erations unless the staff of
trained nurses is increased at
least five-fold. Nor can we
develop the eight to twelve re
gional comprehensive mental
health centers over the state -
so desperately needed - until
we get large numbers of our
own young people in training for
the necessary professional po
sitions. Practically every gen
eral hospital in the state is suf
fering from lack of trained per
sonnel.
There is a critical, acute need
in Georgia for more profes
sionally trained social workers,
teachers of emotionally dis
turbed children, teachers of
retarded children, school coun
selors, probation and parole of
ficers, rehabilitation coun
selors, recreation directors,
occupational therapists and
others.
At the same time, thousands
of our young people are eager
to pursue their education but
find doors to opportunity closed
to them for economic reasons.
Our society cannot afford this
loss.

people shall be barred, for
economic reasons, from effec
tive participation in America’s
future.
The approval of these two
amendments would not only give
a dramatic boost to the care and
treatment of Georgia’s mentally
ill but would also greatly im
prove all hospital and medical
care in Georgia; and would open
doors of opportunity to all of
Georgia’s young people.
You are urged to vote for
Amendment No. 2 and for
Amendment No. 4.
