November. A heavy bodied bay horse, ten years
old, medium higth, has a white spot on his fores

and paces under the saddle; he was in Sue order
when lie left.

A PROCLAMATION.
GEORGIA:
By RUFUS B. BULLOCK, Governor of said State
To tub People or Georgia:
The reCeut renewal ot active hostilities agains
the persou aud property of colored citizens and
white Republicans, by the organized bands of secret
assassins, in certain portions of the State, seems to
indicate a concert of actiou .nd a purpose on the
part of said organizations to persist in iieiyit.g iho
civil law.
It therefore behooves the good people of this
State to see to it that the Commonwealth be nor
further injurtd and defame aby tire acts of peisous
who, it is believed, are wholly without interest in,
or regard for, the welfare of the State.
It is the duty of every county, town, or munici
pal corporate authority to insure perfect protection
fur lileaud propeity to every resident within their
borders; and whereas, iu many casts, the loca*
olUoiuls fail to exercise tflicieut means to secure
this result, the good citizous within such limits—
those having a material interest at stake or the
best interest oi the State at heart—should see to it
that piompt measures are at once taken under the
civil law to arrest and bring to punishment the
members ot these organizations of secret rubbers
and assassins. Under the statutes at present in
force, the Executive is prevented from taking ac
tive measures lur the suppression of civil disorders,
arid it is therefore aii the mo,e important that
eveiy gooil oilmen should led it his individual duty
to occuiue a peace oUiCer, aud to aid in securing to
every inhabitant that perfect protection guaranteed
by the Constitution and without which we can
never enjoy either civil or material prosperity.
Outrages, such as have heretofore, aud, are now
again disgracing our State, cannot be tolerated or
excused without involving the whole community.
The time has arrived when these outrages must
cease or the good people of the whole State will be
held responsible tor their continuance.
To the end, that no motive may be wanting to
stimulate the people to action iu bringing to pun
ishment the violators of the taw, I hereby otter a
reward of Five Thousand Dollars each for the ar
rest (with evidence to convict,) of the person or
persons engaged in the murder of lion. Joseph Ad
kins (white,) a Republican Senator from the 19 h
District.
And of the person or persons engaged in the mur
der of l)r. lieuj iuiiu Ayer (white,) a liepublicau
nepreseut.itive no .. ttre county of Jefferson.
Aud of the person or persons engaged in the out
rage co mini tied upon the person ot William Hardi
urau (white,) of the couuty of Oglethorpe wheu, on
or about the 31st day of October last, he was tied
to a tree aud biutaliy whipped, the outrage having
heeu committed by a body of disguised men for no
othei reason, as is alleged, than that Hardiman
was chaiged with being a Radical.
And ol' the persou or persons engaged in the out
rage committed upon the person ot lion. Abfaham
Colby (colored,) Representative from the county of
Ureeno, who, on or abvut the 30th day of October
last, was takeu from his bed at night and cruelly
beaten, the outrage having beeu committed by a
body of twenty-five disguised men for the
reasons, as is alleged, that he, the said Colby visi
ted Ailauta ana requeued of the military authori
ties protection for tue ireedmeu’s school located in
the town of Ureeusboro , iu the county of Greene.
And of the person or poisons engaged in the dep
ledatwu upon the office of the Assessor of Internal
Revenue tor the United States Government in the
to\> nos Washington, couuty of Wilkes, ou or about
ho iiight of the loin instant, when, as is alleged*
the office was broken open aud books, papers, &c.’
scattered and destroyed, aud notices left warning
the Assessor to leave tffo District.
And of the person or persona engaged in the as
sault upon the house of the Hou. Eli Barnes (cop
ored,) Republican Representative from the couuty
of Hancock, when, as is alleged, a body of m&sked
men at or about the hour of one o’clock on the
night of tire 10th in«t., surrounded his residence,
and by threats of personal violence foiced him to
leave the county.
And of the person or persons who, at or near tire

laborers on the line of the Niaeoa & Brunswick
railroad, in the county of Telfair, whereby one mau :
was killed and another severely wouuded.
