Governor of Said State.
Whereaß, An Act to provide for an election, and
to alter am! amend the laws in relation to holding
elections, has been approved ; and
Whereas j By Section 1 of said Act, an election
shall be held in this State, beginning on the 20th
day of December, JB7O. .and ending on the 22d day
of said month of December, 1870, for certain officers
therein named, to wit; Members of Congress,
(serve during the unexoired term of Ihe 41st Con
gress of the United States, and-for members of the
42d Congress of the United State3 ; for Senators in
the State Senate from each district numbered in
the Constitution with au odd number ; for mem
be ? of the House of Representatives of the General
Assembly ; for Sheriffs; Clerks of the Superior
Court; Tax Receivers; Tax Collectors; County
Treasure!s; Coroners and County Surveyors of the
several counties in this State ; and
Whereas, by Section 4 of said Act. it is provided
that five fit and proper persons of intelligence and
pioral worth shall be appointed by and with the ad
vice and consent of the Senate for each election
precinct, established at th. county Court House, or
in any city or incorporated town in this 'Stale, two
of which said five persons are to he appointed by
the Ordinary and three of said five persons by the
Governor; and said five persons pi any three or
mdre of them uuvy, and shall hold, the said elec
tion at the said county Court House and precincts
in such saul city or town on the said 20th, 21st
and 22-1 daj’s of December, 1870; and
Wheieas, The Honorable, the Senate, hasadopt
ed the following preamble and resolutions, to wit:
“ Whereas, It is important that nothing should
occur, or in any manner interfere, with the validi
ty, or with the holding of an election as provided
in an Act to provide fur an election, and to alter
and amend the laws in relation to the holding of
elections, approved Oct. 3d, 1870; and
Whereas, HD Excellency the Governor, has in
vited the the Opinion of the Senate in regaid to
ti.p construction, cf a certain section of said Act;
now therefore, be it
‘•Resolved. By the Senate that the names of the
persons appointed as Commissioners by the Ordi
naries of the several counties should be submitted
through His Excellency the Governor, to, and con
firmed by the Senate;
‘•Resolved, That His Excellency, the Governor,
be requested to notify the Ordinaries of the several
counties of his approval of the Act aforesaid, and
request him to send their nominations to the Sen
ate through the Executive Department, with as
little delay as'possible.”
Now, the dure, I Rufus B. Bullock, Governor
and Commander in-Chief of the Army add Navy of
this State and of the Militia thereof, do hereby is
gue this my proclamation, calling upon the Ordina
ries of the several counties of this State to trans
mit to this Department without delay,'the names cf
two fit and propsr persons of intelligence and
moral worth, as prescribed by law, for each elec
tion nrecinct estrvblished at the county Court
House, or in any city or incorporated town in th i
State, to the end that the advice and gpnsent of
the Senate may he obtained to the appointment of
the said two persons as aforesa’d.

ted in the county of Greene on the night of the
26th of ult., upon the hotly of a e-dored

justice. *
I have thought proper, therefore, to issne this,
inv proclamation, hereby offering a reward o.
FIVE HUNDU :b DOLLARS for the apprehension
and deliveiy of the said McWhorter, with .proof
sufficient to convict, to the sheriff ot said county
anti Stgte.
And I do moreover charge and require all officers
in this State, civil and military, to be Vigilant in
endeavoring to apprehend the said McWhorter iu
brder that he may be brought to trial for the offenpe
with which he stands charged.

Governor of said State.
as, It has been officially reposted to this
department that on the night of ,the l7th instant a
party of disguised men, six in numbeF, went to the
house of Albert Watson, a colored citizen residing
in the 117th District G. M. of Hancock county, and
after shooting him; the said Albert Watson, the
ball passing through the front part of his abdo
men, took him some distance from his residence
and cruelly beat him with sticks averaging from
one to one and a half inches in diameter; and
Whebeas, It is, also, officially reported that
there is no security for the life of persons residing
in Hancock county who take any active steps to
prevent these outrages or to bring their perpetra
tors to justice; and
Whebeas, This is the third outrage of this char
acter which has been perpetrated in the county of
Hancock ••vlthin a recent period; and
Whebeas, By rasgon of the unrestrained opera
tions of the masked banditti the peace and good
order of the said county of Hancock is being jeop
ardized and violated;, and
Whebeas, Extraordinary efforts seem to he ne
cessary to stimulate the good citizens of said county
to the arrest and punishment of these midnight as
sassins;
Now, therefore, I have thought proper to issue
this, my proclamation, hereby offemg a r.eward of
FIVE THOUSAND DOLLARS for the arrest, .with
evidence to convict, of any one of tho disguised
men engaged in the murderous assault, aforesaid,
and a reward of ONE THOUSAND DOLLARS
each for the arrest and conviction of any addi
tional number of said six disguised men.

been confined in the poptmonjail of Upson county
under a charge of murder escaped from said jail Q°
the Bth instant, and is now at large:

proclamation, hereby offering a reward of Two
Thousand Uolllars for the apprehension and deliv
ery of the said John- J- Taylor, tq the Sheriff of
said co.vnty and State. <

Whereas. It is provided in kgragrapb 7, Section
4, Article 3, of the CunstitiGiou of this State, that,
in case of disagreement between the two Houses of
the General Assembly oh a , question of adjourn
ment, the Governor may adjourn either or both of
them ; and
Whereas, Such, case of disagreement between the
two houses on a question of adjournment now ex
ists, and has existed, for several days ; and
Whereas the best interests of the State demand
that the General Assembly should complete its la
bors with as little delay as possible :
Now, therefore, I Rufus B. Bullock, Governor
and Commander-in-Chief of the Army and Navy of
this Stats* and the giiiitia tin -eof, do issue this n.y
proclamation declaring that the honorable the
House of Representatives of the General Assembly
of'the State of Georgia, shall stand adjourned sine
die from and after 12 o'clock, midnight, on the
25th day of October, instant, and that the honora
ble the Senate of the s -id General Assembly be
convened in Executive Session, at 12 o'clock, noon,
on Holiday, the 21st day of November, next, for
the purpose of considering and giving its advice
and consent to the appointment of officers, as pro
vided in the Constitution and laws of this State.

of July, ultimo, upon the bv*dy of Lewis Oliver, ao
is alleged, by one Stanford Moore and the said
Stanford Moore has fled from justice :
Vow, therefore, I have thought proper to issue
this my proclamation, hereby offering a reward of
Two Hundred and Fifty Dollars for the apprehen
sion and delivery of the said Stanford Moore, wjtfc'
evidence sufficient to convict to the Sheriff of arid
county and State.
. And Ido moreover charge and require all offi
cers in this State, civil and military, to be vigilant
in endeavoring to apprehend the laid Standfoi and
Moore, in order that he may be brought to trial tor
the offense with which he stands charged.

Dublin. Colonel Lawler made a speech to
his men, before leading them into battle,
in which he told them that the Germans
whom they were to attack wero no better
troops than the Germans who invariably
fled from the Geld during the American war
at the onset of the Confederate troops.
The charge of the Irish legion carried 9,11
before them, and the legion has been pufcy
licly thanked by the authorities'for its
valor and success.
