Mary Kennedy is the K-2 Re
source teacher at Kinchafoonee
Primary School.
With six years teaching experi
ence. this is Mrs. Kennedy’s sec
ond year in Lee County. She re
ceived her undergraduate and
Master’s degrees in education
from Georgia Southwestern Uni
versity.
Mrs. Kennedy and her husband
Derek are the parents of Haley,
two years old. and Garrett, two
months old. She considers
Ellaville her hometown and en
joys reading and scrapbooking.
Mrs. Kennedy stated, “I am
thrilled to be teaching at KPS!”

ning, exercise design, safe school
planning, bus driver training,
emergency operations planning,
search and seizure, bomb threat
management and visual weapons
screening. GEMA school safety
coordinators also respond to
school related incidents. GEMA
school safety coordinators also
responded to 138 school-related
incidents during the past fiscal
year.
Leesburg Police Files
Weekly Report
On September 25, Captain
Moody responded to a call of
dogs fighting. Upon arriving at
a Third Street address, the
complainant advised the officer
that two dogs had entered his
yard and jumped on his dog
which was tied up. Dan Owens
of Second Street was charged
with Animal at Large.
During the week of October 3-
7 the City of Leesburg Police
worked cases the included from
Possession of Marijuana less
than an ounce, selling of herbal
medicines without a license,
thief by taking, disorderly
conduct, probation violation,
obstructing or hindering a law
enforcement officer and
unlawful assembly.
On October 3, Captain
Prokesh responded to a call of
possible illegal narcotic sales at
Floyd’s Tire Sales, upon
investigation marijuana
remnants were located in a
cooler and in brown paper bag.
Also located were large
quantities of herbal medicine in
rear of store room. After further
investigation Rachael Floyd
was charged with Possession of
Marijuana less than an ounce
and sale of herbal medicines
without a license.
On October 4, Officer
McDonald responded to the Lee
County High School for a stolen
pocketbook. A student reported
her pocketbook had been taken
from her classroom. The
pocketbook was later found
with $38.00 missing. This case
is still pending no one has been
charged yet.
On October 4, Officer
McDonald responded to the Lee
County High School were
Kenneth Gaskins was charged
with Disorderly Conduct after
using profanity directed at a
teacher and again in the
presents of other students in the
lunch room. Mr. Gaskins was
summoned out for the next
court date.
On October 4, Officer
McDonald responded to the Lee
County High School were Bill
Bullock III was charged with
Disorderly Conduct after he hit
another student. Mr. Bullock
was summoned out for the next
court.
On October 4, Officer Murphy
stopped Noble H. Walker for
driving without headlights. A
computer check of his drivers
license showed he was wanted
in Dougherty County for
Probation Violation. Mr. Walker
was arrested and transported to
the Lee County jail to await
transfer to Dougherty County.
No charges were filed by the
City of Leesburg.
On October 5, Officer
McDonald responded to the Lee
County High School where Mr.
Taylor, the principal there,
reported he found a white male
and white female in the school
lunch room around 9:00 a.m.
Shawn Hall and a juvenile were
charged. Hall was charged with
obstruction of an officer and
transported the Lee County jail.
The juvenile will be charged in
Juvenile Court.
On October 5, at approxi
mately 4:00 p.m. Officer Barrett
was dispatched to a fight behind
Lee County Middle School.
Officer Craig Steel arrived on
the scene and observed what
looked like eight teenagers
walking rapidly away from
Canal Street. Officers Barrett,
Prokesh, and Steele made
contact with the group in the
back parking lot of the middle
school.
During the questioning of the
group it became apparent that
two of the juveniles had chosen
to meet at the location to engage
in a fight. The rest of the
individuals had come either to
assist their friends if necessary
or just to watch. There were
eleven in all including three
adults.
While the officers were
attempting to question every
one, Kevin Wilkes asked
permission to leave. He was
told to wait. A few minutes later
he tried to walk away again.
When the officers instructed
him to return, he became
obnoxious and started stating
how “stupid” the situation was
using profanity. Officer Prokesh
told him to calm down and he
became more disruptive. Officer
Prokesh then arrested him and
transported him to the Lee
County Jail.
John Knight and Cory Berry
were issued summons for
unlawful assembly. John Knight
was also charged with posses
sion of tobacco by a minor. All
the subjects were advised not to
return to any school property in
Leesburg without permission to
be there.
Captain Prokesh worked a
case were an attendant of a local
convenience store reported that
an unknown person(s) driving a
full size truck pumped diesel
fuel and left without attempting
to pay. The attendant could not
give a tag number of description
of the driver.
Officer Gregory Barrett was
dispatched on October 7 to a
convenience store in reference
to a theft by taking (gas drive
off). The attendant advised that
an unknown white male
pumped gas into a red pickup
truck. The truck was last seen
driving south on U.S. 19. Lee
County Deputy Beaver checked
from Leesburg to Albany with
negative results. The make,
model, and tag number of the
vehicle were unknown.

Georgia's Safe Schools Week Designated
Legislation signed into law by
Governor Roy E. Barnes on April
21. 1999, directed the Georgia
Emergency Management Agency
(GEMA) to become the lead
agency for school safety. To rec
ognize the significant progress
madebyGEMA's School Safety
Project over the past two years
and to recognize and encourage
continued commitment and in
volvement by Georgia schools,
Governor Roy E. Barnes has des
ignated October 14 - 20 as
Georgia's Safe Schools Week.
"The goal of our School Safety
Project is to integrate technical
assistance, training and incident
response into a comprehensive
program to help Georgia schools
create a safe learning environ
ment." said GEMA Director
Gary W. McConnell. "School
safety includes keeping campuses
free of violence, weapons and
drugs, as well as making sure that
schools have plans in place for
dealing with severe weather and
other disasters."
Since GEMA's School Safety
Project was initiated, the agency
has continued to expand training
and technical assistance on
school safety issues to the edu
cation, emergency management
and public safety communities.
These services are provided
through GEMA's 13 full-time
school safety professionals. Over
379 safety plans have been re
viewed and approved with many
more in the final stages, accord
ing to McConnell.
In addition, GEMA has pro
vided school safety training to
over 26,000 people over the past
