The Lee County Board of
Commissioners Personnel
Committee conducted a special
called meeting Tuesday, January
29 to interview four applicants
for the position of Parks and
Recreation Director. The four
finalists to be interviewed are T.
Raiford Peacock Jr., Walter E.
Banks, Ira Warnock and
William Edward Dixon.
Mr. Peacock is currently the
assistant director of the Albany.
Georgia Recreation and Parks
Department. He directly
supervises the managers of
eight divisions within the
department. He is responsible
for 65 - 70 full time employees.
His duties include assessing
community needs, monitoring
the maintenance and operation
of all department facilities and
programs, fiscal management
and budget control, and
analysis, policy formulation and
infrastructure planning -
development. He also works
with other government agencies
such as planning and develop
ment and engineering and
various community groups in
collaborative efforts.
Prior to his current position.
Mr. Peacock was the director of
the Washington-Wilkes Parks
and Recreation Commission.
That commission, governed by
a board appointed by the city
and county, was a separate
entity with its own personnel
policies, accounting system, and
federal identification number.
As the director, he was respon
sible for the administration of a
comprehensive parks and
recreation system and the
management of all leisure
service programs and facilities
in Wilkes County.
In 1992. Mr. Peacock com
pleted a Masters Degree in
Recreation and Leisure Studies.
Since completion of his
Masters, he has completed the
course requirements for his
doctoral degree. He has
teaching experience at the high
school, vocational school,

manager of a multi-unit
commercial recreation enter
prise on a full time basis for
several years.
Walter E. Banks teaches
history at Sherwood Christian
Academy where he is the head
softball coach, head baseball
coach and turf management
specialist. At Sherwood
Christian Academy , he pre
pared and maintained all
athletic fields and coordinated
fund-raising activities. In 1997,
he was the project chairman for
renovations in the gym. While
employed at Andrew College in
Cuthbert, Georgia, he was the
head baseball coach and turf
management specialist.
His duties included recruiting
high school student athletes,
teaching basic fundamentals of
baseball, completing all travel
arrangements for the team,
maintaining the baseball budget
and managing the Hord Athletic
Fields at Andrew College.
Mr. Banks served as the
recreation director for the
Davisboro Youth Development
Facility in Davisboro, Georgia
from 1996 to 1997. He was a
physical education teacher, head
baseball coach and assistant
football coach in 1995 and 1996
at Thomas Jefferson Academy
in Louisville. Georgia. From
1992 to 1994. he was a social
studies teacher and assistant to
the head baseball coach at
Windsor Academy in Macon,
Georgia. He was the head coach
for American Legion Post #3 in
Macon from 1991 to 1994.
Mr. Banks is working on a
Masters Degree in Health and
Physical Education at Albany
State University.
Mr. Banks received a Bach
elor of Arts Degree in Interdis
ciplinary Studies from the
University of South Carolina in
Aiken, South Carolina.
Ira Warnock has served as the
Recreation Department Director
for Cochran - Bleckley County
since August 2001. His respon
sibilities include establishing,
presenting and maintaining the

budget for the upcoming fiscal
year. Mr. Warnock maintains
day to day operations of the
recreation department including
supervising two employees. He
schedules all events including
drafts, practices, games and
other special events. He
oversees field maintenance and
recreation department facilities
and orders uniforms and
equipment for each sport
activity.
Mr. Warnock was the athletic
coordinator for girls’ sports for
the Newton County Recreation
Department from 1997 to
August 2001. While in Newton
County, his duties included
establishing and maintaining
budgets for areas of responsi
bilities, scheduling practices
and league games for 450
participants in girls’ softball. He
was the tournament director for
slow and fast pitch softball
tournaments. He assisted with
coordinating youth basketball,
baseball and football programs
and assisted with functions of
all adult softball, basketball and
flag football programs. From
1967 to 1985, he was the
director of Laurens County
Recreation Department. He
attended Abraham Baldwin
College from 1964 to 1966. He
attended Georgia College in
1966.
William Edward (Eddie)
Dixon is the head baseball
coach and assistant football
coach at Deerfield Windsor
School in Albany. Mr. Dixon
was the general manger for the
Albany Alligators Professional
Baseball Team for the 2000-
2001 season. As the general
manager, he was responsible for
start up, hiring and management
of 35 employees. He was
responsible for all public and
media relations and served as
liaison between City of Albany
authorities and owner’s group.
He negotiated all sales with
private industry and coordinated
all activities.
Mr. Dixon was employed as
an area representative for
Woodmen of the World Life
Insurance from 1999 to 2000.
From 1998 to 1999, he was a
wildlife manager at Wil-Mar
Farms, where he was respon
sible for all hunting parties
(groups from all over the
world). He trained the hunting
dogs and managed wildlife
habitat. He also operated heavy
equipment for clearing land and
forest management. He owned
and operated his own business,
Tri-State Trailer Sales, Inc.
from 1998 to 1999. As the
owner - operator, he managed
employees and engaged in all
phases of operation including
sales and purchasing.
Mr. Dixon was a baseball
scouting supervisor for the San
Diego Pardes from 1995 to
1997. As a scouting supervisor,
he met with families of prospec
tive players, evaluated player
skills, abilities and work ethics
and was responsible for
scheduling various meetings
and appointments.
Mr. Dixon was a professional
baseball player from 1985 to
1995. He played for the San
Diego Padres. Cincinnati Reds,
Montreal Expos. Houston
Astros, and Pittsburgh Pirates.
Eddie Dixon is a 1982
graduate of Lee County High
School. He attended Abraham
Baldwin College from 1983 to
1984.

Jodi Hall, 22, of 131 Cuaneta
Drive. Leesburg, was charged
with possession of marijuana
with intent to distribute and pos
session of Phentermine (Sched
ule IV drug).
Narcotics officers executed a
search warrant on 127 A Crow
Drive January 18. Sheedy.
Thibeault and Hall were arrested
after being found in possession of
a quantity of marijuana and also
a Schedule IV drug. During the
execution of the search warrant,
Thibeault ran from the residence

to another residence attempting to
hide from the officers therefore
he was charged with obstruction
and criminal trespass.
Victor Manuel Gonzales, 20, of
43 Cherry Acres Drive, Hampton,
Virginia, was charged with pos
session of a controlled substance.
Gonzales was charged with pos
session of Aipkazoiam (Schedule
IV drug) after being picked up
from an Albany officer on a
wanted person warrant out of Lee
County. The drugs were found on
his person.
Laura Ann Langford, 19, of 332
Luckey Town Road, Elmore, Ala
bama, was charged with theft by
shoplifting on January 15.
Langford was arrested on said
charges after attempting to leave
a retail store with unpaid items.
Eric Cantrel Hall. 18, of 379
Gator Pond Road. Smithville.
was charged with disorderly
while intoxicated on January 14.
Hall was arrested on the disor
derly while intoxicated charge
after an officer responded to a 911
hang-up call at the above loca
tion.
