Mr. Smallwood is the
son of Dana and Melanie
Smallwood of Cartersville,
Georgia.
The bride-to-be gradu
ated from the University
of Georgia in 2007. She
received her Master’s de
gree from the University of
Tennessee Chattanooga in
2009. Miss Hopkins is cur
rently a Career Counselor
at Georgia State University
in Atlanta, Georgia.
The groom-to-be also

Secretary of State Kemp Announces Georgia’s
Presidential Preference Primary Date

Georgia Secretary of
State Brian Kemp an
nounced that the state will
hold its presidential prefer
ence primary on Tuesday,
March 6, 2012.
Secretary Kemp stated,
“My decision to hold Geor
gia’s presidential preference
primary on March 6,2012
protects the interests of
Georgia voters. By holding
our presidential primary
election on March 6,2012
we can ensure that the voic
es of Georgia voters are
heard and are relevant in
the presidential candidate
nomination process.’’
The Georgia General As
sembly passed House Bill
454 this year, which allows
the Secretary of State to set
the presidential preference
primary date.
Secretary Kemp added, “I
want to officially invite the
presidential candidates to
visit our state and discuss

Background
Georgia law previously
required the state to hold
the presidential prefer
ence primary on the first
Tuesday in February of a
presidential election year.
House Bill 454 requires the
Secretary of State to set
the presidential preference
primary date by December
1st in the year prior to the
presidential election year,
and the date must be no
later than the second Tues
day in June of the election
year. The state executive
committee of each political
party must submit the list
of candidate names for
their primary ballot on a
date set by the Secretary
of State so the counties
can build and print their
ballots, and so the state
can be in compliance with
UOCAVA, the MOVE Act
and other state election
publication laws.
Brian Kemp has been
Secretary of State since
January, 2010. Among
the office’s wide-ranging
responsibilities, the Sec
retary of State is charged
with conducting efficient
and secure elections, the
registration of corpora
tions, and the regulation of
securities and professional
license holders. The office
also oversees the Georgia
Archives.
Livingston Road Project
Last weeks Ledger
had an article about Lee
County and Smithville
city officials receiving
a check for a grant to
pave Livingston Rd. in
Smithville.
Several months back the
Lee County Commission
needed to get everyone
on Livingston road to fill
out forms so they could
apply for a grant on this
project. I asked the Board
members of the DDA if
they would be willing to
volunteer to collect this
information, since paving
Livingston Road would be
a great help to Smithville.
Five DDA board members
including myself spent a
weekend going to every
home and helping people
fill out the needed forms,
the DDA members col
lected a form for every
home. I don’t recall seeing
the mayor that weekend;
as a matter of fact when
the Mayor was shown the

I know a lot of people
put in a great deal of work
into this project. It just
sometimes seems a shame
that the ones that do the
least get the most credit.
The purpose of this let
ter is to thank the Board
members of the Smithville
Development Authority
and all the people that
put in hard work on this
project but don’t get a
thank you, much less get
their picture in the paper.

Smithville that started
this project and did all the
work. I don’t know who
all was involved but the
