■PROCLAMATION I
PResident Wilson's Proclamation
"Thb war ia one of nations, not of
armies,” said the president, "and all
of our one hundred million people
must be economically and industrially
adjusted to war conditions if thb na
tion b to play its full part in the'tqn-
flict. The problem before us is not
primarily a financial problem but
rather a problem of increased pro
duction of war essential! and the my- ’
ing of the materials and labor neces-
sary for the support and equipment
of our army and navy. Thoughtless
expenditure of monfey for non-essen-
tiab uses up the labor of men, the
products of the fsrm, mines and fac
tories and over-burden! transporta
tion all of which must bo used to the •
utmost and at their best for war pur-*
poses.
"The great results which we seek
can be obtained only by the participa
tion of every member of the nation,
young and old, in a national concerted
thrift movement. I therefore urge
that our people everywhere pledge
themselves, as suggested by the secre
tary of the treasury, to the practice
of thrift; to serve tho government to
their utmost in increasing production
in nil fields neccsMry to the winning
of tho war; to conserve food and fuel
and useful materiab of every kind; to
devote their labor only to the most
necessary tasks, and to buy only
those things which ate essential to in
dividual health and efficiency, and
that the people, as evidence of their
loyalty invest all they can save in
liberty bonds and war savings stamp*.
“The securities bsued by the treas
ury department are ao many of them
within the reach of everyone that
the door of opportunity in thb mat
ter is wido open to all of us. To prac
tice thrift in peace times is a virtue
and brings gnat benefit to the indi
vidual at all times’; with the dMperate
need of the civilised world today for
material and bbor with which to end
the war, the practice of indivdual
thrift is a patriotic duty and a neces
sity.
"I appeal to all who own either lib
erty bonds or war Mvlngt stamps to
continue to practice economy and
thrift and to appeal to all who do not
own government securities to do like-
wise and purchaM than to the extent
of their meant. The man who buys
governments ecuritiee transfers the
purchasing power of hb money to the
United 8tatea government until after
thb war and to that same degree
doM not buy in competition to the
government ,
“I earnestly appeal to every man
womta and child to pledge themselves
on or before the 28th of June to Mve
constantly and to tyor as regularly as
possible tiie securities of the govern
ment, and to do thb as far as possible
through membership war Mvingm se-
rietbs. The 28th of June ends thb
apodal period of enlbtment in the
greet volunteer army of production
