This would consume the surplus and
850,000,000 more, but this would not
be much for a country like ours to
appropriate for placing the depart
ment presided over by Col. Wanama
ker in order to serve the public effi

and Tanner, they are in a fair way to

Dr. Earnest Laplace, of New Or
leans, 28 years of age, is soon to take
the chair of pathology in the Mctlico-
Chirugical college, Philadelphia. He
was one of the first physicians in tins
country to make experiments with
Dr. Brown-Seqtinrd’s elixir. He says
that it is nil excellent tonic for old
people. He experimented on fifteen
persons outside of the hospital, and
ten were afforded great relief from
tho diseases from which they were
suffering. Two old men, collectors
hy occupation, suffering from debility,
were enabled to work all day without
feeling any extraordinary fatigue. In
eight cases of rheumatism and spinal
affection, all pains disappeared and
the patients claimed to have been
cured. In one case of spinal trouble
the gait was materially improved, and
au arm which had heretofore been
unfit for use was made serviceable.—

A curious protest was recently dis
covered among the archives ol the
Nuremberg Railway Company at-
Furth. It was drawn up by the royal
college ofllavarian doctors in 1835,
and contains the following passage,
pointing out the danger ol the new
system of travel: “Travel in cars
drawn by a locomotive ought to be
forbidden, in the interest ot public
health.' The rapid movement cannot
fail to produce among the passengers
the mental affection known as <klirimn
U<rioH<m. Even if travelers arc willing
to incure thif risk, the government
should at least protect the public.
A single glance at a locomotive pass
ing rapidly is sufficient to cause the
same cerebral derangement; conse
quently it is absolutely necessary to
build a fence ten feet in height, on
each side of the railway.”

lived in (leorgia in 1861, a rebel tried
to milk my grandpa’s cow, which she

for an electric street railway system to
cover over twelve miles of tracks. The

London, Sept. 3.—Intense excite
ment was caused in the central dis
trict of London this morning hy the
announcement that an old man
stabbed two women of the town who
had declined his company. A “.lack
the Ripper” scare was raised, and the
scene of the affray was in a short time
crowded hy an immense throng of
people.
Charleston, S. Sept. —The
upper reservoir of the water works
company gave way to-day and pre
cipitated about 7,000,000 gallons of
water on the surrounding land. For
tunately the cast embankment, which
gave way, fronts the marsh and lienee
there was no serious destruction of
property and no loss of life, which
might have occurred had the smith
bank given way.
Washington,Sept. 3.—The report
of the southern navy yard commission
has been received hy the chief of the
bureau of .yards and docks from
modorc McCann, the president. The
chief says the report will not he made
public until the Secretary of the Navy
scuds it to congress. It was reported
to-day at the navy department that
it recommended New Orleans.
Atlanta, Ga., Sept. 3.—The pub
lication of the interview with Repre
sentative Patterson on the Macon bond
hills, in which he charges Representa
tive Huff with a willful and deliberate
lie, filled the town this afternoon with
rumors of a duel between the gentle
men. Both were at the house to T day
sitting near together as usual, hut
quiet and reserved. It developed, as
was expected, that Mr. Huff would
give the matter his personal notice and
would call Mr. Patterson to account.
After dark it was rumored that Mr.
Huff had left the city with a friend,
and would invite Mr. Pattcrosn to
meet him outside of the State.
To Make it Hot for Tanner.
Washington, Sept, i.—Corporal
Tanner and Assistant Secretary istts-
scy are expected back to-morrow and
Secretary Noble on Tuesday, when
the struggle for the removal of Cor
poral Tanner will be renewed. Cor
poral Tanner being somewhat
strengthened by his Milwaukee “qual
ified indorsement” and somewhat
weakened by his Milwaukee “Wid
ow’s” speech on the balance he i:
perhaps not stronger than when he
left for Milwaukee. Therefore the
chances of his removal arc thought by
those who arc seeking it to he good.
Republican Representative-elect
Flood, of Elmira, N. Y., who was so
savagely attacked hy Corporal Tanner
on his way to Milwaukee, is here to
do what lie ean to have Corporal Tan
ner removed.
A NATIONAL DISGRACE.
lie said to-day that it was a nation
al disgrace to have such a man at tiic
head of (he pension office. He also
said that unless the republican admin
istration relieved the Republican party
of tins burden promptly that he
(Flood) would resign his scat in the
House and let the democrats elect his
successor, so as to cut the republican
majority down. 'J’liis threat,he thinks,
may facilitate the removal of Corporal
Tanner.”
If it were not for the hole that Tan
ner is making in the treasury, we
should wish that HVrison might be
compelled to “tote” him through |his
administration. It would he a load,
and a big one.
What next? And now comes the
report that an Eijgli?!) syndicate has
bought up all the tanneries in New
England and New York. Ten mil
lion dollars have been invested. The
London syndicate, it la /aid. stand
ready with $50,000,000 more to buy
up all the tanneries in the United
States. Certainly this a good country
to invest in, or the English would not
send over their money so freely.—

cil, passed at a regular meeting on the 10th
of August, 1880, an election was ordered and
will be held on the twentieth (20th) day ot
September, 1880, at the usual place of hold
ing municipal elections, as prescribed by am

1st, 1887, on the question of “Bonds”’or
